W A I E R tH E RC.Y L I FE <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U 8 L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: November 18, 2011 <br /> ITEM NO: 3 <br /> SUBJECT: CHANGE ORDER NO. 2 TO PURCHASE ORDER NO. 115708 INSTALLATION OF <br /> UNDERGROUND CONDUITS AND STRUCTURES AT IOWA AVENUE OVERPASS <br /> AT RAILROAD GRADE SEPERATION -WORK ORDER NO. 0807043 <br /> ISSUE: <br /> Board of Public Utilities (Board) approval is requested for Change Order No. 2 to Purchase Order No. <br /> 115708, in the amount of $15,554,95 for additional trenching, conduit and structure relocations due to <br /> field conditions. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Change Order No. 2 to Purchase Order No. 115708 in the <br /> amount of$15,654.95, <br /> BACKGROUND: <br /> Work Order No. 0807043 for installation of underground conduits and structures at the Iowa Avenue <br /> overpass was approved by the Board of Public Utilities on May 6, 2011 for an estimated capital <br /> expenditure of $923,800. The conduit and substructure portion of the project was issued to the <br /> Contractors' Panel for Energy Delivery Work on April 13, 2011. Bids were opened on April 22, 2011 and <br /> International Line Builders Inc,, of Riverside, California, was the lowest responsive bidder in the amount <br /> of $385,384.75. <br /> Change Order No. 1, in the amount of $38,539.57 was issued on June 20, 2011 for additional trench <br /> depth, increased concrete encasement strength and additional paving requirements per AT&T. This <br /> amount will be reimbursed under the Joint Trench Agreement. <br /> Change Order No. 2, in the amount of$15,654.95 is requested due to: <br /> • Extending additional boring, trenching and conduits lengths under a unit price extension due to <br /> field conditions; <br /> • Core drilling exiting structures for new conduits; <br /> • Having to pothole existing water lines to verify depths and exact locations in order to install new <br /> electrical and AT&T lines; <br /> • Overhead to underground conversion at an existing commercial service and conflicts with existing <br /> concrete footings; and <br /> • Re-excavating of 50 feet of AT&T encased conduits due to conflicts with a future sewer line. <br /> Board authorization is required as the cumulative change order amount exceeds 10% of the original <br /> purchase order amount.
