Y l I I } <br /> mild& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: October 21, 2011 <br /> ITEM NO: 8 <br /> SUBJECT: WORK ORDER AMOUNT INCREASE AND CHANGE ORDER NO. 4 TO <br /> PURCHASE ORDER NO. 116300 FOR CASA BLANCA SUBSTATION <br /> DEMOLITION AND SITE PREPARATION —WORK ORDER NO. 1016403 <br /> ISSUES: <br /> Board of Public Utilities is requested to approve: 1] an increase of Work Order No. 1015403 from <br /> $4,200,000 to $9,000,000; 2) Change Order No. 4 to Purchase Order No. 115300 in the amount of <br /> $39,275.51 for the removal and disposal of polychlorinated biphenyls {PCB} contaminated soil and <br /> concrete; and 3) authorization of additional change orders not-to-exceed 25% of the original purchase <br /> order amount. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve an increase in the amount of Work Order No. 1016403 from $4,200,000 to $9,000,000; <br /> 2. Approve Change Order No. 4 to Purchase Order No. 115300 with Genesis Construction, of <br /> Hemet, California, in the amount of$39,275.51; and <br /> 3. Authorize the General Manager to issue additional change orders in an amount not-to-exceed <br /> 25% of the original purchase order amount to Purchase Order No. 115300, or$159,052.75. <br /> BACKGROUND: <br /> The Casa Blanca Substation was identified for expansion as part of Riverside Public Utilities' Electric <br /> System Master Plan (ESMP) in order to keep pace with growth and maintain reliability of the RPU's <br /> electric system. Subsequently, the Casa Blanca Power Project (CBPP) was initiated to carry out the <br /> ESMP recommendation for expansion of the Casa Blanca Substation. The CBPP includes the upgrade <br /> and replacement of the existing Casa Blanca Substation located at 7615 Evans Street. Furthermore, the <br /> CBPP includes the extension of 59kV subtransmission lines and the installation of new 12kV feeders. <br /> Ultimately, the CBPP will provide the necessary electrical infrastructure for the existing service areas of <br /> Casa Blanca, Freeman and Harvey Lynn Substations, as well as the outer fringe areas of Orangecrest <br /> and Pla2a Substations. <br /> Increase to Work Order No. 107$403 <br /> On September 17, 2010, the Board of Public Utilities approved Work Order No. 1016403 in the amount <br /> of $4,200,000, which was the available amount in Account No. 5130000-470532 during Fiscal Year <br /> 2010-11. Staff noted in that Board report that the Casa Blanca Substation upgrade was estimated at <br /> $9,000,000, and a future report would be brought to the Board for approval of a Work Order increase to <br /> reach the full project cost once additional funds became available in that project account at the beginning <br /> of Fiscal Year 2011-12. The total capital expenditure of $9,000,000 for Work Order No. 1015403 <br /> includes all costs for equipment, materials, engineering, construction, overhead, and contingency as <br /> follows: <br />
