RIVERSIDE COUNTY FLOOD CONTROL AND WATER CONSERVATION <br /> DISTRICT FUNDING AGREEMENT FOR MOCKINGBIRD CANYON LAKE <br /> DREDGING <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Funding Agreement with Riverside County Flood <br /> Control and Water Conservation District (District) for the dredging of Mockingbird Canyon Lake. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council approve the Funding Agreement with <br /> Riverside County Flood Control and Water Conservation District for the dredging of Mockingbird Canyon <br /> Lake. <br /> BACKGROUND: <br /> Mockingbird Canyon Lake (Mockingbird Lake) was constructed by the Gage Canal Company (Gage) in <br /> 1913 to capture and utilize storm water flow within the Gage Canal system for irrigation and groundwater <br /> recharge. Riverside Public Utilities (RPU) acquired Mockingbird Lake with the acquisition of Gage in <br /> 1965, and through Gage, operates the facility. Over time, Mockingbird Lake has accumulated sediments <br /> transported during storm events which have reduced its storage capacity. RPU is planning on dredging <br /> Mockingbird Lake to increase its storage capacity and enhance its groundwater recharge potential, but <br /> has not yet solicited bids for such dredging activities. <br /> In anticipation of awarding a contract for such dredging activities, RPU wishes to enter into a Funding <br /> Agreement with the District for the cost sharing of dredging activities. The District will benefit from the <br /> Mockingbird Lake dredging through enhanced opportunity for groundwater recharge operations both <br /> onsite and downstream within the Arlington groundwater basin, and will contribute 50% of the total <br /> project cost, not-to-exceed $800,000, Any contract award for dredging activities will be subject to <br /> approval by the Board of Public Utilities. <br /> FISCAL IMPACT: <br /> The total cost for dredging Mockingbird Lake is estimated at $1.6 million. This amount will be offset <br /> through the Funding Agreement by which the District will contribute 50% of the total project cost, not-to- <br /> exceed $800,040. Sufficient funds are available in the Public Utilities Water Fund, Facilities <br /> Rehabilitation Account No, 6230000-470803. <br /> Prepared by: Kevin S.
