WRd Eft ENERGY 1. 13 t <br /> RIVERSIDE PUBLIC UTILITIES <br /> Pu ® LIC UTILITIES Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: October 7, 2011 <br /> ITEM NO: 10 <br /> SUBJECT= THE RIVERSIDE NORTH AQUIFER STORAGE AND RECOVERY PROJECT - <br /> APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH CH2M HILL, <br /> INC. <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Professional Services Agreement (PSA) for <br /> design and engineering support for the Riverside North Aquifer Storage and Recovery Project with <br /> CH2M Hill, Inc. in an amount not-to-exceed $1,684,677. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of$1,800,000 for Work Order No. 1202805; <br /> 2. Approve a Professional Services Agreement (PSA) for the design of the Riverside North Aquifer <br /> Storage and Recovery Project with CH2M Hill, Inc. in an amount not-to-exceed $1,684,677; and <br /> 3. Direct staff to return to the Board within 90 days with a Cost Sharing Agreement between all <br /> parties. <br /> BACKGROUND: <br /> The City of Riverside (Riverside) and Western Municipal Water District (Western) recently completed <br /> developing the Riverside-Arlington Groundwater Flow Model (RAGFM). This project was initiated to <br /> develop a comprehensive, defensible and robust analytical tool for. (i) better representation of the <br /> physical conditions in the Riverside and Arlington groundwater basins; (ii) analysis of regional effects of <br /> various water management strategies and conjunctive use programs and projects on the surface water <br /> and groundwater resources in the basins; and (iii) development of groundwater management plans for <br /> Riverside and Arlington Basins. In addition, the RAGFM was used for safe yield analysis for Riverside <br /> North, Riverside South and Arlington Basins. Based on the published groundwater production plans by <br /> the producers, all three (3) sub-basins are projected to be in overdraft condition by 2030 if groundwater <br /> recharge is not"artificially" increased. <br /> The San Bernardino Valley Municipal Water District (Malley District) is obligated, per the 1969 Western- <br /> San Bernardino Judgment, to maintain water levels in the Rialto-Calton and Riverside North Basins. <br /> Western is required to replenish excess extractions above the base rights in the Rialto-Calton, Riverside <br /> North and Riverside South Basins as specified in the Judgment. <br /> Riverside working jointly with the Valley District, Western and other local water retailers has identified <br /> groundwater recharge projects to assure historical levels of production are maintained and to increase <br /> future water supplies. <br />
