W A T E R E N E R G Y L I F E <br /> El W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U 8 L I L U f I L I T I F 5 <br /> BOARD OF PUBLIC UTILITIES DATE: October 7, 2011 <br /> ITEM NO: 6 <br /> SUBJECT: REMOTE INTELLIGENT GATEWAY AND CALIFORNIA INDEPENDENT SYSTEM <br /> OPERATOR METERING AGREEMENT WITH TRIMARK ASSOCIATES, INC. <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of an Agreement with Trimark Associates, Inc. for: (i) <br /> maintenance of the California Independent System Operator (CAISO) meters at the Riverside Energy <br /> Resource Center(RERC), Springs Generating Station and Clea rwater Cogenerati on Facility;and(ii) Remote <br /> Intelligent Gateway(RIG)installation and maintenance necessary for generating station communications with <br /> the CA[SO. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve an Agreement with Trimark Associates, Inc., of Folsom, California, <br /> in an amount not-to-exceed $93,849(including a one-time cost of$82,104 for RIG Replacement Costs and <br /> an annual cost of$11,745 for annual service) for Fiscal Year 2011-12. <br /> BACKGROUND: <br /> The CAISO requires onsite continuous production metering and telemetry of generating units. This <br /> equipment ensures accurate revenue accounting and operational visibility of those units for the CAISO. Due <br /> to the criticality of uninterrupted operation and the need for formal equipment certifications, Riverside Public <br /> Utilities (RPU) sub-contracts this service to a CAISO approved vendor. <br /> The Springs Generating Station was commissioned in June 2002 and is still operating on the original RIG <br /> telemetry equipment installed at that time. RERC Units 1 and 2, commissioned in July 2006, are also <br /> operating with this identical RIG system. To accommodate the timely commissioning of RERC Units 3 and 4, <br /> the units were added to the existing RIG facility equipment with the understanding that the hardware and <br /> software would need to be replaced in order to enhance connection reliability to the CAISO. <br /> The Clearwater Cogeneration Facility, commissioned in March 2005, has experienced ongoing telemetry <br /> interruptions related to the RIG software and equipment. The existing software and equipment are no longer <br /> supported, making permanent repairs difficult and unreliable. <br /> RPU staff solicited proposals to replace the existing RIG equipmentwith newstandardized RIG equipment for <br /> all three (3) generation facilities from CAISO approved vendors. After evaluating the proposals, staff <br /> recommends that Trimark Associates, Inc, be selected to install, certify and maintain new RIG equipment at <br /> the facilities. <br />
