Approve the expenditure of$142,500 to purchase one (1) new Water Utility service truck; <br /> 2. Approve the expenditure of $160,000 to purchase one (1) replacement Water Utility valve turning <br /> truck; and <br /> 3. Approve the expenditure of$55,000 to purchase one(1) new trailer mounted Pacific Tek PV50ODHO <br /> Power Vacuum. <br /> BACKGROUND: <br /> The Water Field Division recently formed a new maintenance crew using existing employees to provide better <br /> service and scheduling flexibility. During its formation, the crew was outfitted with a vehicle that has since <br /> been disposed of(E-216). Since this disposal, a spare truck that is not adequately designed or outfitted to <br /> serve as a service truck has been used, As a result, staff proposes to purchase a new more reliable and <br /> properly equipped maintenance service vehicle to better meet the Water Field Division's goals,standards and <br /> objectives. E-216 was disposed of as it would not meet current California Air Resource Board (CARS) <br /> regulations and had also reached the end of its service life. <br /> The Water Field Division's valve turning truck E-304 was purchased in 1997 and has been a primary support <br /> vehicle used by valve crews. After 14 years of daily service, this vehicle has reached the end of its service <br /> life, resulting in increasingly frequent breakdowns and higher than normal maintenance and repair costs. <br /> Valve turning trucks are critical response vehicles during emergency situations;therefore,this vehicle needs <br /> to be replaced. <br /> The Water Field Division uses vacuums to excavate during daily construction and maintenance activities for <br /> leak repairs, potholing and related work. Vacuums reduce the excavation footprint and likelihood of damage <br /> being incurred to other utilities during the excavation resulting in increased efficiency and overall cost <br /> reduction. <br /> Formal procurement for such vehicles is not required when the procurement can be obtained through federal, <br /> state or other public entity pricing contracts or price agreements (Resolution No. 21182, Section 201(h)). <br /> Here, the State of California's State Contract CMAS pricing will be utilized in the procurement of these three <br /> (3)vehicles. <br />
