'W A i E R E N E R G Y L i F E <br /> L3W& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: October 7, 2011 <br /> ITEM NO: 3 <br /> SUBJECT: DISTRIBUTED GENERATION ENGINEERING AND INTERCONNECTION <br /> DEVELOPMENT—WORK ORDER NO. 1204721 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1204721, <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Work Order No. 1204721 in the amount of $100,000 for <br /> development of rules, tariffs and electric system operating standards for distributed generation facilities. <br /> BACKGROUND: <br /> Governor Jerry Brown, along with the California Energy Commission's Integrated Energy Policy Report are <br /> advancing the State's goal to integrate 12,000 megawatts (MW) of distributed generation (DG) into <br /> California's distribution infrastructure by 2020. Early studies indicate that approximately 400 MW could be <br /> installed within the Inland Empire, including the City of Riverside's service territory. DG systems in this <br /> application will most likely be photovoltaic and in the size of five (5) to 20 MW or greater. Due to the <br /> increased interest and potential demand for these large customers on utility owned distributed generation <br /> systems, development of new interconnection rules, tariffs and electric system operational guidelines are <br /> required as RPU's current standards are limited to 1 MW and do not address these issues and concerns <br /> Energy Delivery Division staff need to develop generating facility interconnection guidelines, metering <br /> requirements, applications, system and facility impact agreements, and other distribution infrastructure <br /> requirements to allow these facilities to be interconnected to our grid. Once developed, these requirements <br /> will be incorporated into RPU's Rules and Rates where applicable. <br /> FISCAL IMPACT: <br /> The total capital expenditure for Work Order No. 1204721 is estimated to be$100,000. Sufficient funds are <br /> available in the Public Utilities' Electrical Capital Projects Account No. 6130000-470689. <br /> Prepared by: Stephen H.
