Award a Design-Build Agreement for design and construction services for an Electronic Security <br /> and Access Control System at multiple sites to Baker Electric, Inc. of Escondido, California in the <br /> amount of$3,482,762; <br /> 2. Authorize the City Manager, or his designee, to execute the Design-Build Agreement with Baker <br /> Electric, Inc., and to execute all other documents and instruments necessary to complete the <br /> project; and <br /> 3. Approve the Work order No. 1024965 in the amount of$5 million. <br /> BACKGROUND: <br /> Over the past several years, Riverside Public Utilities (RPU) has experienced a number of thefts and <br /> damages to its electric facilities that has cost the department hundreds of thousands of dollars. The <br /> perpetrators are predominantly removing the copper grounding wire,which subsequently creates a potentially <br /> dangerous working environment by jeopardizing worker safety. This causes a significant impact to the <br /> reliability of the power system and safety of the RPU crews and increases maintenance costs. Furthermore, <br /> the reliability standards promulgated by the Western Electric Coordinating Council (WECC) and North <br /> American Electricity Reliability Corporation(NERC)will require RPU to increase physical security measures at <br /> sensitive facilities. To meet current security standards for RPU and meet future requirements of WECC and <br /> NERC, staff is proposing to initiate the first phase of its security upgrade at several critical facilities. <br /> Work order No. 1024965 was initially established to develop the Request for Proposal (RFP) by RPU staff. <br /> On February 4, 2010,the City Manager's office authorized staff to advertise a RFP for a design-build project <br /> to install and upgrade an Electronic Security and Access Control System. This system will mitigate the theft <br /> issues and meet current and future security standards and requirements of WECC and NERC. <br /> The Design-Build RFP No. 1024965-01 was advertised in March 2011. A mandatory pre-bid meeting was <br /> held on March 24, 2011 to ensure proposers had a good understanding of the project requirements, and to <br /> provide proposers with clarifications. All written queries from proposers were clarified and posted as <br /> addendums. <br /> The City Council approved a two (2) step procurement process for this Design-Build Project. A selection <br /> committee of three (3) members from the Energy Delivery Engineering (EDE) Division evaluated proposals. <br />
