I F F <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: September 2, 2011 <br /> ITEM NO: 4 <br /> SUBJECT: BID NO. 6979 - REJECTION OF BIDS FOR THE SECURITY BARRIER AND <br /> PROPERTY IMPROVEMENTS FOR MOUNTAIN VIEW SUBSTATION PROJECT — <br /> WORK ORDER NO. 0909712 <br /> ISSUE; <br /> That the Board of Public Utilities consider rejection of all of the bids received for construction of masonry <br /> block walls, security fencing, roller gates and landscape improvements - Bid No. 5979. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities reject all of the bids received for Bid No.6979 and approve the release of all <br /> bid guarantees. <br /> BACKGROUND: <br /> On June 5, 2010, Work Order No. 0909712 was approved by the Board of Public Utilities to implement <br /> established standards to upgrade physical security at various electric facilities. Masonry block walls,security <br /> fencing, roller gates, and irrigation/landscape improvements are among the items to be constructed and <br /> installed at Mountain View, Hunter, Orangecrest Substations and Riverside Energy Resource Center(R ERG) <br /> as part of the first phase of security improvements. <br /> Riverside Public Utilities (RPU) executed a Professional Consultant Services Agreement with the DMC <br /> Design Group, Inc. (D MC), on May 21, 2010 to provide engineering and design services for the security <br /> measures at various facilities including the Mountain View Substation, A Request for Bid No. 5979 to <br /> construct these facilities at the Mt. View Substation was advertised on June 28, 2011. <br /> There were four (4) bids received and the following is the result of those submittals: <br /> Bidder Bid Total Evaluation <br /> 1. Falcon Builder Inc. $386,794.00 Non-Responsive, license experience <br /> 2. Nile International, Inc. $482,415.88 Non-Responsive, self-performance <br /> 3. Parsam Construction, Inc. $551,000.00 Responsive <br /> 4, Braughton Construction, Inc. $735,721.05 Responsive <br /> The lowest responsive bid from Parsam Construction, Inc. is approximately$127,000 (30%) higher than the <br /> Engineer's estimate of $424,000. Staff proposes to review and modify the bid specification in order to <br /> address any potential pitfalls or unclear scope items which may have affected the number and disparity of <br /> bids received. Based on staffs preliminary review, modifications to the bid specification may include, but not <br /> be limited to, the following items: <br /> 1. Detailed Experience Requirements — eliminate requirements for the bidder to have substantial <br /> experience in"Electric Utility"work. Although the work is to be performed at an electrical substation, <br /> constructing a masonry wall does not require high voltage/electrical expertise. <br /> 2. Reduce years of experience from five years to three to be consistent with Water and other Civil work <br /> specifications. <br />
