W.4 T E F' r N e f! 4 <br /> - RIVERSIDE PUBLIC UTILITIES <br /> PUBLIC UTILITIES Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: September 2, 2011 <br /> ITEM NO: 3 <br /> SUBJECT: AUTHORIZE CHANGE ORDER NO. 2 TO PURCHASE ORDER NO. 914351 <br /> CONDUIT AND STRUCTURE REHABILITATION OF V-1400 AND INCREASE <br /> AMOUNT OF WORK ORDER NO. 1024459 <br /> ISSUES: <br /> Board of Public Utilities (Board) approval is requested to: 1) increase the capital expenditure limit for <br /> Work Order No. 1024459 from $107,000.00 to $148,661.10; and 2) authorize Change Order No. 2 to <br /> Purchase Order No. 114351, in the amount of $51,593.57 for 180 feet of additional trenching and <br /> conduits to accommodate a future steel pole as part of the Sub-Transmission Project (STP). <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the increase in capital expenditure limit for Work Order No. 1024459 from $107,000.00 <br /> to $148,661.10; and <br /> 2. Approve Change Order No. 2 to Purchase Order No. 114351, in the amount of $51,593.57 of <br /> which $48,338.90 will be charged against Work Order No. 1022588 for the Caltrans HOV 141' <br /> Street 69 kV overhead relocation. <br /> BACKGROUND: <br /> The Board approved Work Order No. 1024459 on December 3, 2010 with a capital expenditure limit of <br /> $107,000. Bid No. 1024459 for conduit and structure rehabilitation for V-1400 was issued to the <br /> Contractors' Panel for Energy Delivery Work. Bids were opened on February 7, 2011 and Asplundh <br /> Construction Co. (Asplundh) of San Diego, California, was the lowest responsive bidder in the amount of <br /> $36,608.00. <br /> Change Order No. 1, in the amount of $121.00 was issued on April 2, 2011 for customer reimbursement <br /> for costs associated with moving of antiques that were in conflict with the scope of work. <br /> Change Order No. 2, in the amount of$51,593.57 is requested for: <br /> • 180 feet of additional trenching and conduits under a unit price extension to accommodate a <br /> future steel pole as part of the STP Caltrans HOV 14" Street 69kV overhead relocation project. <br /> V1400 remediation work had been bid out without including these conduits as they were to be <br /> installed as part of the STP/HOV scope of work. However, the plans issued for STP/HOV <br /> contract construction omitted the underground conduits; <br /> ■ Asplundh to extend the conduits under RPU direction due to time constraints to perform the work <br /> and congestion at the work site that included RPU water crews relocation for water lines, AT&T <br /> installing major communication trunk line under the 91 freeway and expanded Public Works <br />
