W A T E R E N E R G.-• I L <br /> a &9& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: August 19, 2011 <br /> ITEM NO: 9 <br /> SUBJECT: 2010 ANNUAL REPORT — ELECTRIC SYSTEM INSPECTION AND CORRECTIVE <br /> ACTION <br /> ISSUE: <br /> Pursuant to the California Public Utility Commission's requirement commonly referred to as General Order <br /> (GO) 165, Riverside Public Utilities (RPU) must submit to the Board of Public Utilities an annual report <br /> summarizing inspections made, condition of equipment observed and repairs made to the electric system. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities receive and file the 2010 Annual Report of Electrical Facilities Inspection. <br /> BACKGROUND: <br /> The State of California Public Utilities Code requires the California Public Utilities Commission (CPUC) to <br /> adopt standardsfor the inspection,maintenance,repair and replacement of electric utility distribution facilities. <br /> Effective March 31, 1997,the CPUC adopted GO 165 for investor owned utilities which established minimum <br /> inspection requirements for certain electric distribution facilities, including maximum allowable inspection <br /> cycle lengths, condition rating, record keeping, reporting on scheduling and performance of corrective action. <br /> In March 1998, the CPUC ordered that all publicly owned utilities were to comply with the requirements GO <br /> 165. <br /> RPU has always had a very aggressive inspection and maintenance program which meets or exceeds the <br /> requirements of GO 165, including a report of inspection results to the Board of Public Utilities. RPU's GO <br /> 165 Program also includes the development and maintenance of the Asset Management Data Base that <br /> plans and schedules all inspections and prioritizes repairs. <br /> In 2010, Energy Delivery staff and contractors patrolled all of the distribution and transmission lines. <br /> Contract crews performed detailed inspections of 989 poles and their related overhead equipment; 2,946 <br /> detailed inspections of underground structures and equipment; and 27,367 detailed inspections of <br /> streetlights. In all 35,294 detailed inspections and 59,462 patrol inspections were performed and 22,705 <br /> repairs required for corrective action. <br /> Detailed and Intrusive inspections of wood poles have identified 3,420 poles that will require replacement or <br /> reinforcement within the next five years. The remaining 19,205 infractions are minor maintenance and may <br /> be corrected in conjunction with routine work. Detailed Inspections of the streetlights have identified 1,956 <br /> repairs required. Detailed Inspection of the underground system is 32% complete and has identified 770 <br /> major and minor repairs of structures and equipment within three years for underground structures and <br /> equipment and within five years for pad mounted structures and equipment five years. <br /> The Board of Public Utilities Electric Committee reviewed this item at its regularly scheduled meeting on <br /> August 5, 2011. <br />
