W A T E R E N E R G Y L I # E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: August 19, 2011 <br /> ITEM NO: 8 <br /> SUBJECT: STATE ROUTE 99 HOV LANES PROJECT — APPROVAL OF A PROFESSIONAL <br /> SERVICES AGREEMENT TO URS, INC., FOR CONSTRUCTION ADMINISTRATION <br /> SERVICES <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Professional Services Agreement with URS, Inc. <br /> for construction management, inspection services and engineering support for the State Route 91 <br /> (SR91) High occupancy Vehicle (HOV) Lanes Projects, Phase 111 and Phase 1V. The two Phases are- <br /> i. Phase III - The Arlington/Central Avenues 48154-inch Water Transmission Main Relocation and <br /> the Riverside Canal Realignment Project (UA 21442); and <br /> ii. Phase 1V - The Central Avenue Self Storage and the Ivy Street Bridge 48154-inch Water <br /> Transmission Main Relocation Project (UA 21206 and 21702). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the Professional Services Agreement with URS, Inc. of Ontario, <br /> CA in a not-to-exceed contract amount of $245,997 for construction management, inspection services, <br /> and engineering support during the construction of the two above referenced projects. <br /> BACKGROUND: <br /> The State of California Transportation Department (Caltrans) is tentatively scheduled to begin work in <br /> mid to late-2012 on improving SR91 through the City of Riverside from Adams Street to University <br /> Avenue. Although the construction work on the transportation improvements is subject to a future bond <br /> sale by the State, funds for utility relocations, including work scheduled by Riverside Public Utilities <br /> (RPU) water and electric enterprises is fully funded and escrowed with the Riverside County <br /> Transportation Commission (RCTC). Caltrans and RCTC have requested that utility relocations proceed <br /> in the upcoming winter low system demand window so as not to impact the overall freeway widening <br /> schedule. This work will be reimbursed even if the overall project is delayed or deferred. <br /> Due to the aggressive schedule, multiple construction contracts and work load, staff will be utilizing a <br /> professional consultant to provide construction management, inspection services and engineering <br /> support for the two water pipeline projects. Staff sent out Request for Proposals (RFP) to eight (8) <br /> professional engineering firms. The four (4)firms that responded with proposals are listed below: <br /> 1. Krieger& Stewart, Inc. Riverside, CA <br /> 2. Parsons Brinkerhoff, Inc. San Bernardino, CA <br /> 3. Tetra Tech, Inc. Ontario, CA <br /> 4. URS, Inc. Ontario, CA <br />
