W A I F R E N E R G Y I I ► E RIVERSIDE PUBLIC UTILITIES Board Memorandum P U B L I C U T I L I T I E S BOARD OF PUBLIC UTILITIES DATE: August 19, 2011 ITEM NO: 7 SUBJECT: CONSTRUCTION OF THE STATE ROUTE 91 HOV LANE PROJECT FOR THE CENTRAL AVENUE SELF STORAGE AND THE IVY STREET BRIDGE 48154-INCH WATER TRANSMISSION MAIN RELOCATION PROJECT(UA 21206 AND 21702)— BID NO. 6987, WORK ORDER NOS. 1112053, 1116762, 1116764, 1112059 AND 1116765— PHASE IV; REIMBURSEMENT FROM RCTC ISSUE: That the Board of Public Utilities consider approval of the capital expenditure in the amount of $2,865,000 to construct the State Route 91 (SR91) High Occupancy Vehicle (HOV) Lane Project for the Central Avenue Self Storage and the Ivy Street Bridge 48154-inch Water Transmission Main Relocation Project (UA 21206 and 21702), Bid No. 6987. RECOMMENDATIONS: That the Board of Public Utilities: 1. Approve the capital expenditure of $2,865,000; which includes Work Order 1112053 in the amount of$1,785,000, Work Order 1116762 in the amount of$20,000, Work Order 1116764 in the amount of $835,000, Work Order 1112059 in the amount $215,000 and Work Order Number 1116765 in the amount of $10,000. The five Work Orders include all design, construction, change order contingencies, construction management and inspection for the SR91 HOV Lane Project for the Central Avenue Self Storage and the Ivy Street Bridge 48154 inch Water Transmission Main Relocation (UA 21206 and 21702), Bid No. 6987; 2. Award a contract for the construction of the SR91 HOV Lane Project for the Central Avenue Self Storage and the Ivy Street Bridge 48154-inch Water Transmission Main Relocation Project (UA 21206 and 21702), Bid No. 6987, to the lowest responsive bidder, Trautwein Construction, Inc., of Riverside, California, in the amount of$1,708,710; and 3. Authorize the issuance of change orders to the purchase order of up to twenty percent (20%) of the original amount for Bid No. 6987. Such changes will be reported to the Board of Public Utilities at the conclusion of the project. BACKGROUND: The State of California Transportation Department (Caltrans) is tentatively scheduled to begin work in mid to late-2012 on improving the State Route 91 through the City of Riverside from Adams Street to University Avenue. Although the construction work on the transportation improvements is subject to a future bond sale by the State, funds for utility relocations, including work scheduled by Riverside Public Utilities (RPU) water and electric enterprises is fully funded and escrowed with the Riverside County Transportation Commission (RCTC). Caltrans and RCTC have requested that utility relocations proceed in the upcoming winter low system demand window so as not to impact the overall freeway widening schedule. This work will be reimbursed even if the overall project is delayed or deferred.
