W R v E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U 8 L 1 C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: August 19, 2011 <br /> ITEM NO: 5 <br /> SUBJECT: CONSTRUCTION OF THE STATE ROUTE 91 HOV LANE PROJECT <br /> ARLINGTON/CENTRAL AVENUE 48154-INCH WATER TRANSMISSION MAIN <br /> RELOCATION AND THE RIVERSIDE CANAL REALIGNMENT (UA 21442) — BID <br /> NO. 6985, WORK ORDER NOS, 1112055, 1116759 AND 1116760 — PHASE 111; <br /> REIMBURSEMENT FROM RCTC <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of <br /> $1,980,000 to construct the State Route 91 (SR91) High Occupancy Vehicle (HOV) Lane Project for the <br /> Arlington/Central Avenues 48154-inch Water Transmission Main Relocation and the Riverside Canal <br /> Realignment (UA 21442), Bid No. 5985. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $1,980,000 which includes Work order 1112055 in the <br /> amount of $1,405,000, Work Order 1116759 in the amount of $535,000 and Work Order <br /> 1116760 in the amount of $40,000. The three Work Orders include all design, construction, <br /> change order contingencies, construction management and inspection for the SR91 HOV Lane <br /> Project for the Arlington/Central Avenues 48154-inch Water Transmission Main Relocation and <br /> the Riverside Canal Realignment (UA 21442), Bid No. 5985; and <br /> 2. Award a contract for the construction of the Arlington/Central Avenues 48154-inch Water <br /> Transmission Main Relocation and the Riverside Canal Realignment (UA 21442), Bid No. 5985, <br /> to the lowest responsive bidder, Trautwein Construction, Inc., of Riverside, California, in the <br /> amount of$969,300; and <br /> 3. Authorize the issuance of change orders to the purchase order of up to twenty percent (20%) of <br /> the original amount for Bid No. 5985. Such changes will be reported to the Board of Public <br /> Utilities at the conclusion of the project. <br /> BACKGROUND: <br /> The State of California Transportation Department (Caltrans) is tentatively scheduled to begin work in <br /> mid to late-2012 on improving the SR91 through the City of Riverside from Adams Street to University <br /> Avenue. Although the construction work on the transportation improvements is subject to a future bond <br /> sale by the State, funds for utility relocations, including work scheduled by Riverside Public Utilities <br /> (RPU) water and electric enterprises is fully funded and escrowed with the Riverside County <br /> Transportation Commission (RCTC). Caltrans and RCTC have requested that utility relocations proceed <br /> in the upcoming winter low system demand window so as not to impact the overall freeway widening <br /> schedule. This work will be reimbursed even if the overall project is delayed or deferred. <br />
