W A 1 $ r_ N F ii 6 Y I y <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum. <br /> PUBLIC U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: August 19, 2011 <br /> ITEM NO: 5 <br /> SUBJECT: AWARD OF CONSULTANT CONTRACT FOR GROUNDWATER MODELING AND <br /> EXPERT WITNESS SERVICES FOR VARIOUS WATER RESOURCES PROJECTS <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of extending the Master Agreement with Geoscience <br /> Support Services for an additional one (1) years for the purpose of providing groundwater modeling <br /> preparation, Quality Assurance/Quality Control (QA/QC) services, and expert witness litigation support <br /> services for both site specific and regional groundwater models. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a one-year contract extension with Geoscience Support Services of <br /> Claremont, California at a cap of$75,000 annually. <br /> BACKGROUND: <br /> On June 28, 2010, staff issued a Request for Qualifications(RFQ's)to several consulting firms for modeling <br /> and expert witness support for various water resources projects in the Riverside, Arlington and Bunker Hill <br /> Basins. <br /> On August 6, 2010,the Board awarded a one-year Master Agreement to Geoscience Support Services, Inc. <br /> with an option of extending the contract for an additional one-year term. Dr. Dennis Williams (President, <br /> Geoscience Support Services, Inc.) provides an extensive background in expert witness services, is <br /> intimately familiar with groundwater projects in the region, and is recognized as an industry expert in <br /> groundwater modeling. Over the last 12 months, Geoscience Support Services assisted RPU staff on: a) <br /> QAIQC review for the Riverside Numerical Model recently developed by RPU's consultant (WRIME); b) <br /> analysis of the proposed Riverside North Aquifer Storage and Recovery Project; c)groundwater modeling of <br /> the City of San Bernardino's proposed water diversions from the RIX facility; and d) groundwater model <br /> review of the proposed Soil Safe Project near the Flume Wells in the City of Colton. <br /> Staff recommends extending the original one-year contract for one additional year for a not-to-exceed <br /> amount of$75,000 annually. <br /> FISCAL IMPACT: <br /> The fiscal impact for Fiscal Year 2011-12 will be a maximum of$75,000.
