W A T E R E N E R G Y € E E E <br /> 21 RIVERSIDE PUBLIC UTILITIES <br /> W& Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: August 5, 2011 <br /> ITEM NO: 8 <br /> SUBJECT: RELOCATION OF ELECTRIC FACILITIES - STATE OF CALIFORNIA ROUTE 91 <br /> HOV PROJECT -WORK ORDER NO. 1022593 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1022593. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Work Order No. 1022593 for the relocation of electric facilities <br /> due to the freeway widening along State Route 91 in the reimbursable amount of$1,378,434 associated <br /> with Utility Agreement 21975. <br /> BACKGROUND: <br /> The State of California Department of Transportation (Caltrans) will be widening State Route 91 (SR-91) <br /> from Adams Street to the 50/91/215 Interchange to construct two High Occupancy Vehicle (HOV) lanes. <br /> This work will involve the securing of additional right-of-way property, replacement of bridges, <br /> reconstruction of on-ramps and off-ramps, construction of retaining walls, modfcation of City streets, <br /> and all associated utilities relocation work. Construction is scheduled to begin in the fall of 2011. This <br /> project is under the direction of, and being financed by, the Riverside County Transportation Commission <br /> (RCTC). Caltrans will be serving as the consultant to RCTC for project management and construction <br /> contract administration. Riverside Public Utility (RPU) staff briefed the Board about RCTC's project at <br /> the January 7, 2011 Board meeting. <br /> The Board and City Council have previously approved the corresponding agreement related to this work <br /> order. Utility Agreement 21975 is between RPU and RCTC for the completion of the relocation work that <br /> will facilitate the widening of SR-91. <br /> Facilities owned by RPU that will need to be relocated along SR-91 at Jefferson Street, Brockton <br /> Avenue, Boxwood Place, and Tenth Street (see Figure 1 and 2) before construction can begin on the <br /> freeway include: <br /> • 69 kV Transmission and 33 kV and 12 kV Distribution Lines; and <br /> ■ Secondary and services. <br /> Engineering will be performed by RPU staff. All civil work including trenching, conduits and other <br /> infrastructure work will be performed by a contractor through a competitive bidding process. The electric <br /> work will be completed by either Utility staff or by a contractor selected through the competitive bidding <br /> process. <br /> FISCAL IMPACT: <br /> The capital expenditure for this project is estimated to be $1,378,434. All costs wil[ be reimbursed from <br /> Caltrans through funding by RCTC. These estimates include all construction contingencies, construction <br /> management, inspection and design as summarized in the table below: <br />
