Approve the additional capital expenditure of$970,000 for Work Order No. 0810710,which includes <br /> all design,construction, change order contingencies, construction management and inspection for <br /> the Sunnyside and Gamer"B" Chlorination Facilities Rehabilitation Project— Phase ll; and <br /> 2. Award a contract for the construction of the Sunnyside and Gamer "B" Chlorination Facilities <br /> Rehabilitation Project—Phase 11, Bid No. 6944,to the lowest responsive bidder, SCW Contractors, <br /> Inc., of Fallbrook, California, in the amount of$714,345. <br /> BACKGROUND: <br /> The Chlorine Facilities Rehabilitation Project involves the replacement of gaseous chlorine with low <br /> concentration (0.8%) liquid sodium hypochlorite (bleach) generated on-site from water, salt, and electricity. <br /> The goal is to provide a reliable, redundant, safe and cost-effective gstem. Four locations are planned for <br /> on-site sodium hypochlorite generation. The four locations are: the 6 Chlorination Station; the Tippecanoe <br /> Chlorination Station;the Sunnyside Chlorination Station; and the Gamer B Chlorinati on Station.Each site will <br /> include the fallowing: a saIttruck delivery/filI station; skid-mounted sodium hypochlorite generation unit;feed <br /> water softening system; salt/brine storage tank; brine pump; sodium hypochlorite storage tank; blower and <br /> vent system; chemical metering pumps; piping; and injection quill at the point of chlorine application.At the <br /> Sixth Street and Tippecanoe sites, the existing buildings, structures, electric service, SCADA system, and <br /> security will be modified and re-equipped. <br /> During the summer 2010, two of the four sites were converted to on-site generated sodium hypochlorite <br /> system; Sixth Street and Tippecanoe Ave Chlorination Stations.The last two remaining stations will be atthe <br /> Sunnyside Water Treatment Plant and the Garner"B" Well site. Each site will have a new masonry block <br /> building to house the brine and sodium hypochlorite tanks, hypochlorite generator and chemical metering <br /> pumps. See attached site map. <br /> In order to complete the last two sites, construction plans were prepared and sent outforformal bidding. Bids <br /> were opened on May 23, 2011 and staff has determined that the lowest responsive bid was submitted by <br /> SCW, Inc., of Fallbrook, California. Staff has reviewed all provided documentation and has determined that <br /> SCW, Inc. has met all of the requirements of the specifications. <br />
