Approve the capital expenditure of $1,019,200 for Work Order No. 0908322, which includes all <br /> design,construction,change order contingencies, construction management and inspection for the <br /> Canyon Crest 16-Inch Water Transmission Main Replacement Project, Bid No. 6936; and <br /> 2. Award a contract for the construction of the Canyon Crest 16-Inch Water Transmission Main <br /> Replacement Project, Bid No. 6936, to the lowest responsive bidder,VCI Construction of Upland, <br /> California, in the amount of$671,881. <br /> BACKGROUND: <br /> The proposed work is part of Riverside Public Utilities' (RPU) ongoing water main replacement program to <br /> replace aging and undersized water mains and improve fire protection. In particular, the Canyon Crest <br /> Transmission Main Pipeline is a key north-south transmission facility serving the upper pressure zones. The <br /> existing 16-inch pipeline material is cement mortar lined welded steel and was installed in 1960.This pipeline <br /> has experienced numerous leaks in recent years, requiring frequent closure of the street that serves as a <br /> gateway to the University of California, Riverside south campus. <br /> The proposed work entails the construction of approximately 3,300 linear feet of 16-inch ductile iron pipe,50 <br /> linear feet of 12-inch ductile iron pipe, as well as all other related frttings and appurtenances. City field forces <br /> will perform the system connections. The project is located within Canyon Crest Drive between El Cerrito <br /> Drive and Martin Luther King Boulevard (Attachment 1). <br /> Construction of the proposed improvements will be coordinated with street closures and transportation of the <br /> Southern California Edison (SCE) steam generation units as they move through Riverside. <br />
