W A 1 f A. f N E A L Y l i F F <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P u e L T 1 1 TT L ITT E S <br /> BOARD OF PUBLIC UTILITIES DATE: July 1, 2011 <br /> ITEM NO: 8 <br /> SUBJECT_ SEIZING OUR DESTINY - SELECTION OF CONSULTANT FOR PREPARATION OF <br /> INTEGRATED WATER MANAGEMENT PLAN PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a Professional Consultant Services Agreement for the <br /> preparation of the Integrated Water Management Plan and a Programmatic Environmental Impact Report. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve a Professional Consultant Services Agreement with Carollo <br /> Engineers, Inc. of Riverside, California for the preparation of an Integrated Water Management Plan and a <br /> Programmatic Environmental Impact Report at a total cost not-to-exceed $995,263. <br /> BACKGROUND: <br /> The Water Utility has recently completed a number of studies that define infrastructure needs over our 25 <br /> year planning horizon, including; the Water Master Plan (and update), Water Supply Plan, Recycled Water <br /> Master Plan, Recycled Water Facilities Plan, Riverside Basin Groundwater Management Plan (draft), 2010 <br /> Urban Water Management Plan (draft), and the Water Use Efficiency Master Plan. Staff proposes the <br /> preparation of an Integrated Water Management Plan (IWMP) to integrate and synthesize these and other <br /> planning documents into a single comprehensive guidance document in order to optimize our capital <br /> improvement projects while maximizing resource management to the region. The project will also develop a <br /> Programmatic Environmental Impact Report(PE IR)to provide comprehensive and legally defensible CEQA <br /> compliance for the range of CIP projects anticipated. <br /> The objectives of the proposed IWMP are to: <br /> ■ Reduce potable water demand through conservation and reclaimed water activities; <br /> + Improve operational efficiency and water transfers through integrated infrastructure enhancements; <br /> ■ Increase water quality and supply through the identification and management of groundwater <br /> resources; <br /> • Practice resource stewardship and improved flood management through groundwater basin <br /> management; <br /> • Increase sustain ability; <br /> + Reduce our carbon footprint; and <br /> • Facilitate regional water management cooperation. <br /> On March 8,2011, a Request far Proposals(RFP)was issued for the preparation of the IWMP and the PEIR. <br /> Fifteen engineering firms were invited to submit their proposals. Three proposals were received from the <br /> following: HER Engineering, Kennedy/Jenks Consultants, and Carollo Engineers, Inc, <br /> Riverside Public Utilities (RPU) staff evaluated the proposals based on the criteria listed in the RFP, and <br /> interviewed the project teams. Staff recommends award of a professional consultant services agreement to <br /> Carollo Engineers, Inc.for preparation of the IWMP and the PEIR based on their professional qualifications <br /> and experience and the firm's proposed project understanding and approach. <br />
