W,,A 7 h [ 4 'c R 1• Y 1 1 <br /> RIVERSIDE PUBLIC UTILITIES <br /> am W& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: July 1, 2011 <br /> ITEM NO: E <br /> SUBJECT: PUBLIC HEARING — PROPOSED CHANGES TO ELECTRIC AND WATER RULES <br /> AND RATES (NO RATE INCREASES PROPOSED) <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the proposed changes to Riverside Public Utilities <br /> (RPU) Electric General Service Rate (Schedule A), Domestic Service Rate (Schedule D), Electric Time <br /> of Use Rate-Large General and Industrial Service (Schedule TOU), Electric Net Energy Metering Rate <br /> for Solar or Wind Turbine Electric Generating Facilities (Schedule NEM), Water Residential Metered <br /> Service (Schedule WA-1), Water General Metered Service (Schedule WA-6), Fire Protection Services <br /> and Fire Hydrants (Schedule WA-5), and Electric and Water Rules 1, 6, 7 and 12. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Conduct a public hearing to receive input on the proposed changes to Schedule A, Schedule D, <br /> Schedule TOU and Schedule NEM, Schedule WA-1, Schedule WA-6, Schedule WA-5, Electric <br /> and Water Rules 1, 6, 7 and 12 as outlined in this report; <br /> 2. Adopt a resolution to modify Schedule A, Schedule D, Schedule TOU, Schedule NEM, <br /> Schedule WA-1, Schedule WA-6, Schedule WA-5, and Electric and Water Rules 1, 6, 7 and 12; <br /> and <br /> 3. Recommend that the City Council adopt the appropriate resolution approving the above. <br /> BACKGROUND: <br /> Schedule A Electric General Service and Schedule TOU Electric Time of Use Rate-Large General <br /> and Industrial Service-Application <br /> The application of non-residential electric rate schedules is based on the size of the customer's monthly <br /> billing demand, measured in kilowatts (kW). The demand criteria for each of the three commercial rates <br /> are as follows: <br /> - Schedule A-Flat Rate c 20 kW <br /> - Schedule A-Demand Rate z 20kW and < 150 kW <br /> - Schedule TOU �: 150 kW <br /> The Utility must size the energy delivery system to meet its customer's maximum demand at any time. <br /> The proposed recommendations change the criteria for determining the applicable rate from the <br /> maximum demand during any three to the maximum demand during any two of the previous twelve <br /> months and include provisions in the rate schedules that allow the Utility to transfer a customer to the <br /> applicable rate schedule when it is determined the customer no longer qualifies for the previously <br /> assigned rate schedule. <br />
