W A T E R E N E A G Y L I F E
RIVERSIDE PUBLIC U'T'ILITIES
Board Memorandum
PUBLIC UTILITIES
BOARD OF PUBLIC UTILITIES DATE: July 1, 2011
ITEM NO: C
SUBJECT: PUBLIC HEARING —2010 URBAN WATER MANAGEMENT PLAN
ISSUE:
That the Board of Public Utilities conduct a public hearing and consider adoption of the Urban Water
Management Plan (UWMP).
RECOMMENDATIONS:
That the Board of Public Utilities:
1. Conduct a public hearing for review of the 2010 UWMP; and
2. Approve and recommend that the City Council adopt the 2010 UWMP.
COMMITTEE RECOMENDATION:
The Water Committee was presented with an overview of the proposed 2010 UWMP at its June 27, 2011
meeting and recommended that it be brought to the full Board of Public Utilities for its consideration.
BACKGROUND:
Riverside Public Utilities (RPU) has developed its UWMP in accordance with the requirements of the
California UWMP Act (Act). The Act requires that each urban water supplier, providing water for
municipal purposes either directly or indirectly to more than 3,000 customers, or supplying more than
3,000 acre-feet of water annually, shall prepare, update, and adopt its UWMP at least once every five
years. In 2010, RPU supplied approximately 85,000 acre-feet of water for municipal purposes through
more than 63,000 service connections.
The attached UWMP identifies and quantifies the existing and planned sources of water available to RPU
for the next twenty-five years (i.e. 2010-2035). The UWMP also includes an assessment of the reliability
of RPU's water supplies and their vulnerability to seasonal or climatic shortages and plans for dealing
with such water shortage contingencies.
After the UWMP is adopted by the City Council, RPU will file a copy of the UWMP with the California
Department of Water Resources as required by the Act.
FISCAL IMPACT:
None, other than the cost of producing and distributing copies of the 2010 UWMP to agencies required
by the Water Code.
Prepared by: Kevin S. Milligan, Public Utilities Assistant General Manager/Water
Approved by: David H. Wright, Public Utilities General Manager
Approved by: Belinda J. Graham, Assistant City Manager
Approved as to form: Gregory P. Priamos, City Attorney
Attachment:
1. Draft 2010 Urban Water Management Plan
