W A T { R f N e It G V l l i f RIVERSIDE PUBLIC UTILITIES Board Memorandum R U B L 1 C U T I L I T I E S BOARD OF PUBLIC UTILITIES DATE: June 3, 2011 ITEM NO: 12 SUBJECT: PROPOSED CHANGES TO ELECTRIC AND WATER RULES AND FEES AND CHARGES SCHEDULES ISSUE: That the Board of Public Utilities consider approval of changes to Electric and Water fees and charges and associated rule changes. RECOMMENDATIONS: That the Board of Public Utilities: 1. Adopt a Resolution to modify the Electric Fees and Charges Schedule (Appendix A) that reflect fees and charges associated with Electric Rules 8, 11, and 22, Electric Rule 22, the Water Fees and Charges Schedule (Appendix A) that reflect fees and charges associated with Water Rule 10, and Water Rule 10; and 2. Recommend that the City Council adopt the appropriate Resolution approving the above updates to the Electric and Water Rules after the public hearing scheduled for Tuesday, June 21, 2011 at the Art Pick Council Chamber at City Hall. BACKGROUND: Riverside Public Utilities (RPU) provides electric service to over 106,000 metered electric customers and 64,000 metered water customers. Fees and charges for services related to electric and water service are periodically reviewed and adjusted to reflect the actual cost to serve. The last update for electric and water fees and charges discussed in this memorandum was performed in 2002 and 2003 respectively. The proposed adjustments to the fees and charges are based upon an internal review of current costs to provide the associated services. Fees and charges are summarized on the Electric and Water Fees and Charges Schedule (Appendix A) with a description of the reason and justification for the associated fee located in the appropriate electric or water rule. The proposed changes include updates to the Electric Fees and Charges Schedule (Appendix A), Electric Rule 22, the Water Fees and Charges Schedule (Appendix A), and Water Rule 10. Electric Electric Rules 8-Temporary Electric Service Electric Rule 8 provides temporary service for establishments not of a permanent nature and for construction purposes. Staff recommends updating the Electric fees that are required under Electric Rule 8 to reflect the increased material and labor costs since the fees were last revised in 2002.
