Approve the capital expenditure of $3,232,000 for Work Order No. 0905545, which includes all <br /> design, construction, easement acquisition, change order contingencies, system connections, <br /> construction management, inspection and geotechnicai testing for the Iowa Avenue Railroad Grade <br /> Separation 12-inch, 16-inch and 48-inch Water Pipeline Relocation Project, Bid No. 6949; <br /> 2. Determine that the lowest bid submitted by WEKA, Inc. in the amount of $2,213,276.00 is non- <br /> responsive; <br /> 3. Award a contract for the construction of the Iowa Avenue Railroad Grade Separation 12-inch, 16- <br /> inch and 48-inch Water Pipeline Relocation Project, Bid No. 6949 to the lowest responsive bidder, <br /> E.J. Meyer Company of Highland, California, in the amount of $2,282,222,00; and <br /> 4. Authorize the issuance of change orders to the purchase order of up to 20%of the original amount <br /> for Bid No. 6949. <br /> BACKGROUND: <br /> The City of Riverside Public Works Department is currently undergoing final design of a proposed railroad <br /> grade separation project along Iowa Avenue between Paimyrita Avenue and Spring Street. This railroad <br /> grade separation project will involve the construction of a highway bridge to create an overpass above the <br /> existing railroad tracks. The project would require that the existing utilities within the roadway be relocated, <br /> including the existing water pipeline facilities. The three affected water pipeline facilities include a segment of <br /> Riverside Public Utilities' (RPU) crucial San Bernardino water supply pipeline, a section of the transmission <br /> pipeline delivering water from the Electric Street well, and a portion of the water distribution pipeline within <br /> Iowa Avenue. Construction of the grade separation project is scheduled to begin at the end of 2011. The <br /> water pipeline facilities need to be relocated in advance of that date to clear the way for the grade separation <br /> project. <br /> Authorization is requested to construct the Iowa Avenue Railroad Grade Separation 12-inch, 16-inch and 48- <br /> inch Water Pipeline Relocation Project, Bid No. 6949. The project will generally entail the construction of <br /> approximately 1,400 linear feet of 48-inch water pipe, 2,600 linear feet of 16-inch pipe,2,800 linearfeet of 12- <br /> inch pipe, 900 linear feet of 8-inch pipe, 135 linear feet of 30-inch steel casing to be bored and jacked <br /> beneath the railroad tracks and 135 linear feet of 24-inch steel casing to be bored and jacked beneath the <br /> railroad tracks,along with abandonment of the old pipelines. The work will also include the construction of all <br /> associated pipeline appurtenances and asphalt paving. <br />
