%V A 7 E A E N E R G Y 11 � E <br /> RIVERSIDE PUBLIC UTILITIES <br /> miBoard Memorandum <br /> PUB L I C -0 TILITIFS <br /> BOARD OF PUBLIC UTILITIES DATE: June 3, 2011 <br /> ITEM NO: 4 <br /> SUBJECT: CONSTRUCTION OF PERIMETER FENCE AT WHITEGATES RESERVOIR NO. 2 — <br /> AWARD OF BID NO. 6962 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of $125,000 <br /> to construct a perimeter fence at the Whitegates Reservoir No.2. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve an additional capital expenditure of $125,000 for Work Order No. 0805918, which <br /> includes all design, construction, change order contingencies, construction management and <br /> inspection far the wrought iron Perimeter Fence Project, Bid No. 6962; and <br /> 2. Award a contract for the construction of the Perimeter Fence Project at Whitegates Reservoir <br /> No. 2 to the lowest responsive bidder, Scorpion Backhoe, Inc. of Hemet, California, in the <br /> amount of $97,834. <br /> BACKGROUND: <br /> In the last year, staff received several complaints from the residents adjacent to the Whitegates <br /> Reservoir No. 2 about unauthorized activities on top of the reservoir during late night hours. These <br /> activities as reported and observed include trespassing, consumption of alcoholic beverages, littering, <br /> vandalism and damaging of the irrigation system. The existing "No Trespassing" signs, vehicular gates, <br /> large boulders along the face of the reservoir, and site landscaping limits vehicle access but does not <br /> prevent pedestrian access to the site. A perimeter fence is needed to prevent unauthorized pedestrian <br /> access and activities. <br /> The Perimeter Fence Project entails the construction of 1,010 linear feet of 8 feet high fence along the <br /> north, east and west sides of the reservoir site, 180 linear feet of 6 feet high fence along the south side, <br /> and a double-swing gate at the rear access road. The wrought iron fence will be primed and painted <br /> black similar to the existing gates. The proposed fence will not interfere with the movement of small <br /> animals and is consistent with the prior CEQA findings and approval. <br /> Bids were received and opened on May 10, 2011. The lowest responsive bid was submitted by Scorpion <br /> Backhoe, Inc. of Hemet, California. Staff has reviewed all provided documentation and has determined <br /> that Scorpion Backhoe, Inc. has met all of the requirements of the specifications. <br />
