Reject the bid of Pacific Industrial Electric as non-responsive; and <br /> 2. Approve the award of a contract for the Casa Blanca Substation demolition and site <br /> preparation, Bid No. 6956, to the lowest responsive bidder, Genesis Construction of Hemet, <br /> California, in the amount of$676,211. <br /> BACKGROUND: <br /> The Casa Blanca Substation was identified for expansion as part of Riverside Public Utilities' (RPU) <br /> Electric System Master Plan (ESMP) in order to keep pace with growth and maintain reliability of the <br /> RPU's electric system. Subsequently, the Casa Blanca Power Project (CBPP) was initiated to carry out <br /> the ESMP's recommendation for expansion of the Casa Blanca Substation. The CBPP includes the <br /> replacement and upgrade of the existing Casa Blanca Substation located at 7615 Evans Street. <br /> Furthermore, the CBPP includes the extension of 69 kV sub-transmission lines and the installation of <br /> new 12 kV feeders. Ultimately, the CBPP will provide necessary infrastructure for the existing service <br /> areas of Casa Blanca, Freeman and Harvey Lynn Substations, as well as outer fringe areas of <br /> Orangecrest and Plaza Substations. <br /> On February 17, 2011, bids were received for demolition and site preparation work. Out of 30 <br /> prospective bidders, only one responsive bid was received. That bid, from International Line Builders, <br /> Inc., was $266,000 higher than the Engineer's estimate. Staff was confident that clarifying the bid <br /> specification and rebidding the project would improve the number of bids received and would most likely <br /> result in pricing more consistent with the Engineer's estimate. On March 18, 2011, the Board of Public <br /> Utilities approved the rejection of the bids received on February 17, 2011. The bid specification was <br /> clarified, and the project was rebid, <br /> On April 14, 2011, four (4) bids were received for the Casa Blanca Substation demolition and site <br /> preparation work. The scope of work for demolition includes existing substation structures, buildings, <br /> foundations, and overhead and underground utilities. The site preparation scope of work includes the <br /> initial grading of the site and construction of a block wall around the perimeter of the substation in <br /> addition to the installation of driveways, sidewalk, motorized rolling gates, and some underground <br /> utilities. <br />
