W A T E E N E R G Y i L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C IJ T I L IT I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: May 6, 2011 <br /> ITEM NO: 10 <br /> SUBJECT: AWARD OF BID NO. 6920 FOR CONSTRUCTION OF STP PHASE 2C—1,0 MILES OF <br /> TWIN CIRCUIT 69 KV TRANSMISSION LINE ON VINE STREET SOUTHERLY OF <br /> TENTH STREET TO FIFTEENTH STREET <br /> ISSUE: <br /> Board of Public Utilities approval is requested to award Bid No. 6920 for construction of Subtransmission <br /> Project (STP) Phase 2C in the amount of$1,225,187. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Award a contract to International Line Builders, Inc. of Riverside, California,for the construction of <br /> STP Phase 2C in the amount of$1,225,187, with $1,117,309 to be reimbursed to the City by the <br /> Riverside County Transportation Commission; and <br /> 2. Authorize the City Manager, or his designee, to prepare and execute all necessary documents. <br /> BACKGROUND: <br /> The STP is needed to resolve critical infrastructure and capacity deficiencies in the eastern part of the 69 kV <br /> subtransmission network. Riverside Public Utilities (RPU) hired Power Engineers, Inc.to prepare an Initial <br /> Study and Mitigated Negative Declaration (MND) under the California Environmental Quality Act (CEQA). <br /> City Council approved the MND and STP at their meeting on May 19, 2009. <br /> The STP includes the construction and reconstruction of 4.8 miles of twin circuit transmission lines and is <br /> being constructed in phases. Preliminary work at Hunter Substation that rearranged and reconstructed 0.3 <br /> miles of twin 69 kV transmission lines was completed in February 2010. Phase 1 that constructed 1.3 miles <br /> of twin circuit 69 kV overhead transmission fines with related 12 kV and 4 kV distribution from Tenth Street at <br /> Commerce Avenue to Twelfth Street at Chicago Avenue was completed in February 2011. <br /> The State of California Department of Transportation (Caltrans) will be widening State Route (SR) 91 from <br /> Adams Street to the 60/91/215 Interchange to construct two High Occupancy Vehicle(HOV)lanes. This work <br /> involves the securing of additional right-of-way property, replacement of bridges, reconstruction of on-ramps <br /> and off-ramps, construction of retaining walls, modification of City of Riverside (City) streets, and all <br /> associated utilities relocation work. Construction is scheduled to begin in October 2011. This project is under <br /> the direction of, and being financed by the Riverside County Transportation Commission (RCTC). Caltrans <br /> will be serving as the consultant to RCTC for project management and construction contract administration. <br /> On June 4, 2010, the Board of Public Utilities recommended that the City Council approve an agreement <br /> between RP and RCTC for the completion of this relocation work. <br /> The Caltrans relocation work near Fourteenth Street will be in the same vicinity as some of the STP <br /> construction. This portion of the work has been identified as STP Phase 2C and includes construction of 1.0 <br /> miles of new twin circuit 69kV transmission line with 33 kV and 4 kV distribution underbuild on Vine Street <br /> southerly of Tenth Street from Tenth Street to Fifteenth Street.
