RIVERSIDE PUBLIC UTILITIES <br /> P U B L I C U T I L IT I E S Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: May 6, 2011 <br /> ITEM NO: 6 <br /> SUBJECT: UNITED STATES BUREAU OF RECLAMATION —WATERSMART GRANT SYSTEM <br /> OPTIMIZATION REVIEW—SUPPLEMENTAL APPROPRIATION <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a resolution to be forwarded to the City Council for <br /> adoption to authorize the City Manager, or his designee,to apply for and execute, if awarded,a grant funding <br /> agreement with the U.S. Bureau of Reclamation, committing to the legal and financial obligations of the grant. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Adopt the appropriate resolution authorizing the City Manager, or his designee,to prepare, submit, <br /> and sign applications for grant funding for the United States Bureau of Reclamation WaterSmart <br /> Grant Financial Assistant Program; <br /> 2. Appoint the City Manager, or his designee, as the authorized representative to apply for and sign <br /> the United States Bureau of Reclamation WaterSmart Grant Funding Agreements and any <br /> amendments thereto; and <br /> 3. Upon award of the grant, authorize an increase in revenue in the amount of $400,000 for the <br /> Integrated Water Management Plan and increase expenditures in the same amount to a project <br /> account assigned by the Finance Division. <br /> BACKGROUND: <br /> The Water Utility has recently completed a number of studies that define infrastructure needs over our 25 <br /> year planning horizon, including; the Water Master Plan (and update), Water Supply Plan, Recycled Water <br /> Master Plan, Recycled Water Facility Plan, and the Water Use Efficiency Master Plan. Staff has issued a <br /> Request for Proposals for preparation of an Integrated Water Management Plan (1WMP) to integrate and <br /> synthesize these and other planning documents into a single comprehensive guidance document in order to <br /> optimize our capital improvement projects while maximizing resource management to the region. <br /> The objectives of the proposed IWMP are to: <br /> ■ Reduce potable water demand through conservation and reclaimed water activities; <br /> • Improve operational efficiency and water transfers through integrated infrastructure enhancements; <br /> Increase water quality and supply through the identification and management of groundwater <br /> resources; <br /> ■ Practice resource stewardship and improved flood management through groundwater basin <br /> management; <br /> ■ Increase sustainability; <br /> ■ Reduce our carbon footprint; and <br /> Facilitate regional water management cooperation. <br />
