W A i£ R E N E R G Y L I t E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: April 1, 2011 <br /> ITEM NO: 7 <br /> SUBJECT: STATE OF CALIFORNIA ROUTE 91 HOV LANES PROJECT -- PHASE Il <br /> RELOCATION OF FIVE WATER MAINS CROSSING THE FREEWAY <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the reimbursable capital expenditure of $7,062,000 <br /> for the design of four (4) water transmission mains and one (1) water distribution main by the bore and <br /> jack method. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities increase the following Work Orders and approve the reimbursable <br /> capital expenditure of $7,062,000 for the design and construction management of the following projects <br /> under their respective Utility Agreements (UA) with Riverside County Transportation Commission <br /> (RCTC): <br /> a. Tenth Street Crossing 36 inch Bore and Jack, UA No. 21701, Work Order No. 1112058, for the <br /> amount of$1,300,000; <br /> b. 12-inch Street 54-inch Bore and Jack, UA No. 21700, Work Order No. 1106616, for the amount of <br /> $1,912,000; <br /> c. Cridge Street Bridge 42-inch Bore and Jack, UA No. 21218, Work Order No. 1112054, for the <br /> amount of$1,200,000; <br /> d. Olivewood Crossing 36-inch Bore and Jack, UA No. 21976, Work Order No. 1112061, for the <br /> amount of$1,050,000; and <br /> e. Ivy Street Bridge 24-inch Bore and Jack, UA No. 21702, Work Order No. 1112059, for the amount <br /> of$1,600,000. <br /> BACKGROUND: <br /> The State of Califomia Transportation Department (Caltrans) will begin work in late fall 2011 on <br /> improving the 91 Freeway through the City of Riverside from Adams Street to University Ave. Caltrans <br /> has finished the design and will also act as the Construction Administrator through funding by the <br /> Riverside County Transportation Commission [RCTC] for the estimated three-year project. <br /> Many water facilities owned by the City of Riverside Public Utilities Department will need to be relocated <br /> before construction can begin on the freeway. This relocation process will be done in several phases. <br /> Phase l was approved by Board on January 7, 2011. This second phase of the project will be to relocate <br /> various water facilities by the bore and jack method underneath the 91 freeway. This will accommodate <br /> the widening of the freeway and the construction of Cridge Street Bridge and Fourteenth Street Bridge. <br />
