W A I E K d N E V. r v I l r r <br /> 1 <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T 1 L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: April 1, 2011 <br /> ITEM NO: 6 <br /> SUBJECT: UTILITY AGREEMENTS BETWEEN CITY OF RIVERSIDE PUBLIC UTILITIES AND <br /> RIVERSIDE COUNTY TRANSPORATION COMMISSION, AGREEMENT NOS. <br /> 21699, 21975, AND 21976 -SUPPLEMENTAL APPROPRIATION <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Utility Agreement Nos. 21699, 21975, and 21976 <br /> with the Riverside County Transportation Commission (RCTC) for the relocation of City of Riverside <br /> Public Utilities (RPU) facilities along State Route 91 and authorize a supplemental appropriation for new <br /> and existing Utility Agreements. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities recommend that the City Council: <br /> 1. Approve Utility Agreement Nos. 21699 and 21976 between the Riverside Public Utilities (RPU) <br /> and the Riverside County Transportation Commission (RCTC) for the relocation of RPU water <br /> facilities; <br /> 2. Authorize a supplemental appropriation for new and existing Utility Agreements in the amount of <br /> $6,512,500 and $3,503,125 respectively to accounts as established by the Finance Division in <br /> the Water Fund; <br /> 3. Authorize an increase in estimated revenue of $17,515,625 (including contingency) to reflect <br /> new and previously approved Utility Agreements for the Water Fund; <br /> 4. Approve Utility Agreement No. 21975 between the RPU and the RCTC for the relocation of RPU <br /> electric facilities; <br /> 5. Authorize a supplemental appropriation for new and existing Utility Agreements in the amount of <br /> $6,167,802 and $2,571,951 respectively to accounts as established by the Finance Division in <br /> the Electric Fund; and <br /> 6. Authorize an increase in estimated revenue of $8,739,753 (including contingency) to reflect new <br /> and previously approved Utility Agreements for the Electric Fund. <br /> BACKGROUND: <br /> The State of California Department of Transportation (Caltrans) will be widening State Route 91 (SR-91) <br /> from Adams Street to the 60/91/215 Interchange to construct two High occupancy Vehicle (HOV) lanes. <br /> This work will involve the securing of additional right-of-way property, replacement of bridges, <br /> reconstruction of on-ramps and off-ramps, construction of retaining walls, modification of City of <br /> Riverside (City) streets, and all associated utility relocation work. Construction is scheduled to begin in <br /> June 2011. This project is under the direction of, and being financed by RCTC. Caltrans will be serving <br /> as the consultant to RCTC for project management and construction contract administration. <br /> As part of the project, utility conflicts have been identified which will need to be relocated prior to the start <br /> of Caltrans' construction work. It is anticipated that the electric and water relocations would occur from <br /> 2011 through 2012. <br />
