W A T € R E N E R G Y t F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E S <br /> BOARD OF PUBLIC UTILITIES DATE: March 18, 2011 <br /> ITEM NO: 6 <br /> SUBJECT: BID NO. 6916 - REJECTION OF BIDS FOR THE CASA BLANCA SUBSTATION <br /> DEMOLITION AND SITE PREPARATION CONTRACT-WORK ORDER NO. 7016403 <br /> ISSUE: <br /> Board of Public Utilities approval is required to reject all bids received for the Casa Blanca Substation <br /> Demolition and Site Preparation Contract, Bid No. 6916. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities reject all bids received for Bid No. 6916, the Casa Blanca Substation <br /> Demolition and Site Preparation Project, and approve the release of all bid guarantees. <br /> BACKGROUND: <br /> Riverside Public Utilities(RPU) has been keeping up with growth and capacity needs in Riverside's southeast <br /> and central neighborhoods with system requirements including substation additions,voltage conversions,and <br /> transmission and distribution projects. In order to keep pace with growth and maintain reliability for the <br /> southwestern Riverside neighborhoods, the Casa Blanca Power Project (CBPP) was initiated and is <br /> scheduled for completion in May 2012. The Casa Blanca Substation site was identified for expansion in the <br /> Electric System Master Plan. CBPP will provide needed support for the existing service areas of Casa <br /> Blanca, Freeman and Harvey Lynn Substations, as well as the outer fringe areas of 0 rang ecrest and Plaza <br /> Substations. CBPP is a major infrastructure improvement that includes the upgrade and replacement of the <br /> existing Casa Blanca Substation located at 7615 Evans Street. CBPP also includes the extension of 69 kV <br /> subtransmission lines, and the installation of new 12 kV feeders. <br /> On February 17,2011,two bids were received for the demolition of the existing Casa Blanca substation and <br /> the consequent site preparation, The scope of work includes the demolition of existing substation structures, <br /> buildings, foundations, and overhead and underground utilities. In addition, the scope of work includes the <br /> initial grading of the site and construction of a block wall around the perimeter of the substation, driveways, <br /> sidewalk, motorized rolling gates, and some underground utilities. The Engineer's estimated cost for this <br /> scope of work was $595,000. <br /> Out of 30 prospective bidders, only two bids were received and evaluated as followed: <br /> Bidder Bid Total Evaluation <br /> 1.
