W A i E H N <br /> RIVERSIDE PUBLIC UTILITIES <br /> lose Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: March 4, 2011 <br /> ITEM NO: 6 <br /> SUBJECT_ CONSTRUCTION OF THE MAGNOLIA AVENUE 12-INCH WATER DISTRIBUTION <br /> MAIN REPLACEMENT PROJECT— BID No. 6928,WORK ORDER NO. 1103510 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of$1,244,000 to <br /> construct the Magnolia Avenue 12-Inch Water Distribution Main Replacement Project, Bid No. 6928. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of$1,244,400 for Work Order 1103510, which includes all design, <br /> construction,change order contingencies, construction management and inspection for the Magnolia <br /> Avenue12-Inch Water Distribution Main Replacement Project, Bid No. 6928; <br /> 2. Authorize staff to issue changes orders in an amount not to exceed 15% of the contract amount for <br /> the Magnolia Avenue 12-Inch Water Distribution Main Replacement Project, Bid No. 6928; and <br /> 3. Approve and recommend that the City Council award a contract for the construction of the Magnolia <br /> Avenue 12-Inch Water Distribution Main Replacement Project, Bid No.6928,to the lowest responsive <br /> bidder, T.A. Rivard, Inc., of Riverside, California, in the amount of$794,012. <br /> BACKGROUND: <br /> The work will be part of the Riverside Public Utilities Department's (RPU) ongoing water main replacement <br /> program to replace aging and undersized water mains and improve fire protection. A reliable water source <br /> has always been a valuable resource to the City of Riverside. Riverside Public Utilities take a proactive <br /> approach to system maintenance by looking forward and creating a more reliable infrastructure. This <br /> approach has made Riverside a leader to other cities and utilities. In particular, the existing eight-inch <br /> Matheson Steel pipeline that is to be replaced as part of this project is 86 to 96 years old and poses a high <br /> risk of leakage which would be a waste of a valuable resource. This project is to be completed in conjunction <br /> with Public Work's Grade Separation Project which is scheduled to be complete by July 2011. The work will <br /> generally entail the construction of approximately 3,530 linear feet of 12-inch ductile iron pipe, 340 linear feet <br /> of 8-inch ductile iron pipe, nine(9)regular fire hydrants,sixty-one(6 1)domestic water services, as well as all <br /> other related fittings and appurtenances. City field forces will be perform the system connections as well as <br /> water service fie-overs. The water pipelines for this project were engineered for ductile iron pipe, as this is <br /> RPU's standard design practice for potable water distribution pipelines sized 12-inches in diameter or smaller. <br /> Public Works has requested that the entire street be slung sealed in addition to the trench resurfacing. The <br /> project is located within Magnolia Avenue between Arlington Avenue and Beatty Drive as shown on the <br /> attached site map. <br /> Funding for the slurry seal, crack seal, and stripping portion of the work will be 50% Public Utilities,and 50% <br /> Public Works. <br />
