W A f C R E N E R G N I [ F F <br /> t_N <br /> RIVERSIDE PUBLIC UTILITIES <br /> W& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: March 4, 2011 <br /> ITEM NO: 4 <br /> SUBJECT: INSTALLATION OF GAGE WELL 66-1 TO SUNNYSIDE REGIONAL TREATMENT <br /> FACILITY TRANSMISSION MAIN <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Work Order No.1112272 for the installation of a <br /> transmission main to intertie Gage Well 66-1 and the Sunnyside Regional Treatment Facility. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the expenditure of $106,260 for Work Order No.1 112272 for the <br /> installation of 495 feet of 12-inch Ductile Iron Pipeline by City forces. <br /> BACKGROUND: <br /> Several of the City of Riverside's wells in San Bernardino are within the Crafton-Redlands plume which <br /> contains Perchlorate and trichloroethylene (TCE). Under an interim agreement with Lockheed Martin <br /> Corporation (LMC), the City pumps water from these wells and removes these contaminants. LMC has <br /> constructed several plants, including the Sunnyside Regional Treatment Facility(Sunnyside RTF)and the 66- <br /> 1 Wellhead IX Treatment plant(66-1 IX). The City operates these facilities and is reimbursed for all costs by <br /> LMC. Due to declining levels of Perchlorate and TCE at this time, a few of the existing wells no longer need to <br /> be treated and the Sunnyside RTF has excess capacity. In order to reduce costs and increase efficiency, <br /> LMC proposes to treat the water from Gage Well 66-1 at the Sunnyside RTF rather than at the 66-1 IX. <br /> LMC proposes to install 495 feet of 12-inch Ductile Iron Pipe to connect the discharge of Gage Well 66-1 to <br /> an existing transmission main at Gage Well 27-1,which leads to the Sunnyside RTF. LMC requests that the <br /> City forces construct the pipeline. After evaluating the plans and specifications, staff estimates that the <br /> pipeline can be installed at a cost of$96,600, including material and labor. <br /> LMC has provided a letter of commitment to reimburse the City for its estimated costs and includes a 10% <br /> contingency for a total of $106,260. LMC will also secure the needed permits. <br /> FISCAL IMPACT: <br /> The total project cost is estimated at $106,260. Funds are budgeted and available in the Public Utilities' <br /> Water Fund, Facility Rehab Account No. 6230000-470803. There will be no net fiscal impact as all material <br /> and labor costs will be charged back to LMC for reimbursement. <br /> Prepared by: Kevin S.
