The existing pump
and motor were originally installed in the First Street Well in 1969 after they had been removed from the
Eleventh Street Well. Over the years, the water level in the well has steadily lowered, resulting in reduced
production and lowered efficiency.
The City hired South West Pump and Drill, Inc., (Purchase Order No. 37968)to lower the pump and column
by adding more column piping to the original pump column. However, the condition of the column and pump
revealed it had reached the end of its useful life and the addition of pump column was no longer cost effective
solution.
This project includes the installation of a new pump, pump column and motor in the well. In accord with the
City's competitive bidding requirements, Staff solicited informal bids from four contractors to procure the
materials and complete the replacement of the pump and pump column. Four bids were received on
February 3,2011. Staff has reviewed all provided documentation and determined that Best Drilling and Pump,
Inc. is the lowest responsive, responsible bidder with a bid of$42,662.
The Well pump bids received are summarized in the table below.
Company Bid Total
Best Drilling and Pump, Inc., Bloomington, CA $42,662.00
Southwest Pump and Drilling, Coachella Valley, CA $45,769.00
Tri County Pump Company, San Bernardino, CA $51,194.08
Layne Christensen, Fontana, CA $56,666.59
â– Engineer's Cost Estimate:$70,000.00
In addition, staff will purchase materials and use City forces to reconfigure the well discharge piping and
valves.
