RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T I E 5 <br /> BOARD OF PUBLIC UTILITIES DATE: February 18, 2011 <br /> ITEM NO: 4 <br /> SUBJECT: SEIZING OUR DESTINY - THE NON-RESIDENTIAL PHOTOVOLTAIC (PV) <br /> SYSTEM REBATE FOR THE INSTALLATION OF A 30.15 KW PHOTOVOLTAIC <br /> (PV) SYSTEM <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a $90,450 rebate for a Photovoltaic system <br /> installation at Pro Armor, a Riverside Public Utilities' (RPU) non-residential customer. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve and recommend that the City Council approve a rebate to Pro <br /> Armor through the Non-Residential Photovoltaic Rebate Program in the amount of$90,450. <br /> BACKGROUND: <br /> The Non-Residential Photovoltaic (PV) System Rebate Program provides financial incentives to business <br /> customers who purchase and install solar energy systems. Under the program guidelines, RPU <br /> customers can qualify for a rebate of$3 per watt of alternating current (AC) output. For Time-of-Use rate <br /> customers, the rebate cannot exceed 50% of the project cost or up to an incentive cap of $250,000, <br /> whichever is less, <br /> Pro Armor, a Riverside Public Utilities Time-of-Use customer located at 5867 Jasmine Street, recently <br /> installed a 30.15 kW Photovoltaic System, The PV panels are installed and attached to the roof of the <br /> facility. The Photovoltaic System will greatly reduce both their peak load and overall consumption. Their <br /> efforts are a prime example of an established business investing in energy efficiency and renewable <br /> resources to reduce electricity usage and lessen their draw on the City's power grid. This project meets <br /> with the Seizing Our Destiny Route 5 "Becoming a Green Machine". <br /> The 30,150 watt PV system's total project cost of $189,142.40 makes Pro Armor eligible for a rebate of <br /> $90,450. Non-Residential Photovoltaic System Rebate incentives cap at $250,000 for Time-of-Use <br /> customers but require Board and City Council approval when the rebate amount exceeds the $50,000 <br /> approval limit. <br /> FISCAL IMPACT: <br /> The total rebate is $90,450. Sufficient funds are available in the Public Benefits, Non-Residential <br /> Photovoltaic System Rebate Program Account No. 6020100-456064. <br /> Prepared by: Michael J.
