WATER I ENERGY I LIFE <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I I I T I F S <br /> BOARD OF PUBLIC UTILITIES DATE: February 4, 2011 <br /> ITEM NO: 7 <br /> SUBJECT: CONSTRUCTION OF THE EASTSIDE PHASE I AND MAIN STREET WATER <br /> DISTRIBUTION MAIN REPLACEMENT PROJECT— BID NO. 6911, WORK ORDER <br /> NO. 0908809 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of the capital expenditure in the amount of$2,350,000 to <br /> construct the Eastside Phase I and Main Street Water Distribution Main Replacement Project, Bid No. 6911. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $2,350,000 for Work Order No. 0908809, which includes all <br /> design, construction, change order contingencies, construction management and inspection for the <br /> Eastside Phase I and Main Street Water Distribution Main Replacement Project, Bid No. 6911;and <br /> 2. Award a contract for the construction of the Eastside Phase I and Main Street Water Distribution <br /> Main Replacement Project, Bid No. 6911, to the lowest responsive bidder, Kana Pipeline, Inc., of <br /> Placentia, California, in the amount of$1,687,570.50. <br /> BACKGROUND: <br /> The work will be part of the Riverside Public Utilities Department's (RPU) ongoing water main replacement <br /> program to replace aging and undersized water mains and improve fire protection. In particular,the four-inch <br /> and six-inch pipelines that are to be replaced as part of this project have been identified as leaking, <br /> undersized and do not meet modern fire flow requirements. The work will generally entail the construction of <br /> approximately 12,300 linear feet of eight-inch ductile iron pipe, thirty-four (34) regular fire hydrants, two <br /> hundred fifty-five(255)domestic water services, as well as all other related fittings and appurtenances. City <br /> of Riverside (City) field forces will perform the system connections as well as water service tie-overs. The <br /> project area includes the following streets (see attached site map): <br /> 1. Fourth Street between Commerce Street and Comer Avenue <br /> 2. Fifth Street between Commerce Street and Comer Avenue <br /> 3. Park Avenue between Third Street and Mission Inn Avenue <br /> 4. Comer Avenue between Third Street and Mission Inn Avenue <br /> 5. Main Street between Strong Street and Stoddard Avenue <br /> 6. Stoddard Avenue between Fairmont Blvd and Main Street <br /> 7. Shamrock Avenue between Fairmont Blvd and Main Street <br /> Basis of Design <br /> The project adheres to RPU's adopted design criteria for network pipelines, which specifies a maximum <br /> design velocity of six feet per second at peak hour demands (Ref. 2005 Water Master Plan, Table 7-1). A <br /> 24-hour simulation was performed using H2O Map software and the Hydraulic Model produced with the 2005 <br />
