February 4, 2011 <br /> ITEM NO: 5 <br /> SUBJECT: SEIZING OUR DESTINY: STRATEGIC ROUTE 5 — BECOMING A GREEN <br /> MACHINE - THE NON-RESIDENTIAL PHOTOVOLTAIC (PV) SYSTEM REBATE <br /> FOR THE INSTALLATION OF A 29.83 KW PHOTOVOLTAIC (PV) SYSTEM <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a $89,490 rebate for a Photovoltaic system <br /> installation at Maaco Auto Painting, a Riverside Public Utilities' (RPU) non-residential customer. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council approve a rebate to Maaco Auto <br /> Painting through the Non-Residential Photovoltaic Rebate Program in the amount of$89,490. <br /> BACKGROUND: <br /> The Nan-Residential Photovoltaic (PV) System Rebate Program provides financial incentives to business <br /> customers who purchase and install solar energy systems. Under the program guidelines, RPU <br /> customers can qualify for a rebate of $3 per watt of alternating current (AC) output. For demand rate <br /> customers, the rebate cannot exceed 50% of the project cost or up to an incentive cap of $100,000, <br /> whichever is less. <br /> Maaco Auto Painting, a Riverside Public Utilities demand customer located at 5925 Payton Avenue, <br /> recently installed a 29.83 kW Photovoltaic System. The PV panels are installed and attached to the roof <br /> of the facility. The Photovoltaic System will greatly reduce both their peak load and overall consumption. <br /> Their efforts are a prime example of an established business investing in energy efficiency and <br /> renewable resources to reduce electricity usage and lessen their draw on the City's power grid. This <br /> project meets with the Seizing Our Destiny Route 5 "Becoming a Green Machine". <br /> The 29,830 watt PV system's total project cost of $186,940.90 makes Maaco Auto Painting eligible for a <br /> rebate of$89,490. Non-Residential Photovoltaic System Rebate incentives cap at $100,000 for Demand <br /> customers but require Board and City Council approval when the rebate amount exceeds the $50,000 <br /> approval limit. <br /> FISCAL IMPACT: <br /> The total rebate is $89,490. Sufficient funds are available in the Public Benefits, Non-Residential <br /> Photovoltaic System Rebate Program Account No. 6020100-456064. <br /> Prepared by: Michael J.
