Interim Customer Communications Mgr <br /> Board member Sutter called the meeting to order at 8:30 a.m. <br /> 1. CITIZENS PARTIOPATION <br /> None. <br /> ® SEC UPDATE <br /> Assistant General Manager Finance Kerr discussed a proposed rule by the Securities and Exchange <br /> Commission that could subject appointed board members to an annual registration process for providing <br /> municipal advisory services and the deadline to provide comments. Deputy City Manager Wilson will draft a <br /> sample response for board members choosing to submit comments. <br /> 3. 2011-12 BUDGET REviEw <br /> Assistant General Managers Badgett, Milligan and Nolff discussed components of the Utilities Capital <br /> Improvement Program (CIP). Assistant General Manager Finance Kerr provided an overview of the <br /> proposed Fiscal Year 2011-12 Operating Budget including the first year of theCIP,with recommendation of <br /> approval by the Board. <br /> Moved: <br /> it Second: Elliot All Ayes <br /> 4. SALE OF PROPERTY SURROUNDED BY MAIN ST., CoLumBIA AvE.L.ORANGE STREETAND GARNER RoAD <br /> General Manager Wright updated the committee with additional details concerning the property sale <br /> approved at the Public Utilities Board meeting on January 21,2011,and subsequently approved by the City <br /> Council on January 25, 2011. <br /> ® UPDATE ON 2010 WATER ISSUE AND RPU RESPONSE <br /> Assistant General Manager Marketing/Customer Relations Bacich provided an overview of the inaccurate <br /> allegations made by the Environmental Working Group concerning Riverside's water quality as well as <br /> RPU's and the City's response to ensure accurate information is provided to RPU customers. <br /> 6. APPROVAL OF AMENDMENT GovERNiNG RIVERSIDE PUBLIC UTILITIES COMPLIANCE PROGRAM <br /> Regulatory Compliance/Energy Risk Manager Uhler discussed proposed changes to the Utilities'Internal <br /> Compliance Program to ensure consistency with FERC's guidelines and to help mitigate penalties or fees <br /> assessed should any future violation be alleged.
