ns11A ERrARw 1714 <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U 0 L I ( UIICITIf5 <br /> BOARD OF PUBLIC UTILITIES DATE: January 21, 2011 <br /> ITEM NO: 8 <br /> SUBJECT: EMERGENCY WORK REQUIRED DUE TO STORM DAMAGE — VARIOUS PUBLIC <br /> UTILITY SITES - WORK ORDER NOS. 1110796, 1111602, 1111609, 1111611, <br /> 1111603, 1111604 AND 1111607 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Emergency Work Order Nos. 1110795, 1111602, <br /> 1111609, 1111611, 1111603, 1111604, and 1111607 in accordance with Section 1202(2)(b) of the City <br /> of Riverside Charter. <br /> RECOMMENDATION: <br /> That the Board of Public.; Utilities approve the estimated capital expenditure of $785,000 for Emergency <br /> Work Order Nos. 1110796, 1111602, 1111609, 1111611, 1111603, 1111604, and 1111607 in <br /> accordance with City Charter Section 1202(2) (b). <br /> BACKGROUND: <br /> The recent storm activity which occurred in December 2010 between the dates of Tuesday, December <br /> 21 through Thursday, December 23, 2010 caused significant damage to several City of Riverside Public <br /> Utilities sites. A portion of Chicago Avenue just northerly of Central Avenue was washed out, requiring <br /> the replacement of a portion of the existing 18-inch and 12-inch segments of water main to be replaced. <br /> At the John W. North Treatment Plant, the slope of an adjacent hillside failed, bringing mud and debris <br /> into the treatment plant site and building. Several locations along the Riverside Canal suffered flood- <br /> related damage due to run-off water eroding the canal sidewalls as it drained into the canal, resulting in <br /> failure of the concrete canal lining. In addition, run-off into the canal introduced significant volumes of <br /> silt, mud, trash, and vegetative debris which need to be removed. <br /> Erosion damage by drai-ling water occurred at the following sites in San Bernardino: NPDES Pond and <br /> Gage 27-1 Well; and Riverside Golf Course, Whitegates I and li reservoirs, and the First St. Well in <br /> Riverside. At Mockingbird Canyon Lake, the heavy rains introduced significant amounts of sand and silt <br /> into the lake which covered the openings of the outlet drainage structure. <br /> Repairs have been completed on the Chicago/Centrai 18-inch and 12-inch water mains in conjunction <br /> with Public Works' effod:s to repair the storm drain and street. Repairs at the other Public Utility Water <br /> sites are underway. Ar estimate of the expenditures to restore these sites/facilities is presented in the <br /> table below. Section 1202(b) of the City Charter provides the following: "(A] purchase, or acquisition, <br /> construction, extension, enlargement, diminution or curtailment may be made without prior approval . . . <br /> (2) if there is an urgent necessity to preserve life, health or property (i) as determined by the Director of <br /> Public Utilities or, (ii) if the amount exceeds $100,000 by the Director of Public Utilities and the City <br /> Manager. As soon as practicable thereafter, the Director of Public Utilities shall take the matter under <br /> Section 1202(b)(2) to the Board of Public Utilities for ratification." Here, the City Manager and the Public <br /> Utilities General Manager (referred to in the Charter as the "director") approved the emergency work in <br /> order to preserve life, health and property from the storm-related damage, and now seek Board approval <br /> for such expenditure. <br />
