W I 0 B I to 1 R 6 X 4 d <br /> RIVERSIDE PUBLIC U'T`ILITIES <br /> Board Memorandum <br /> PUBLIC UrltIi1F5 <br /> BOARD OF PUBLIC UTILITIES DATE: January 21, 2011 <br /> ITEM NO: 7 <br /> SUBJECT: EMERGENCY WORK REQUIRED DUE TO STORM DAMAGE - CHICAGO AVENUE <br /> NORTHERLY OF CENTRAL AVENUE -WORK ORDER NO. 1110824 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Emergency Work Order No. 1110824 in accordance <br /> with section 1202(2) (b) of the City of Riverside Charter. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of $175,000 for Emergency <br /> Work Order 1110824 in accordance with City Charter Section 1202(2) (b). <br /> BACKGROUND: <br /> During the week of December 19, 2010, Southern California experienced unprecedented rainfall. Almost <br /> eight-inches of rain fell in Riverside within that week, resulting in wide-spread flooding from stormwater <br /> runoff. On Wednesday December 22, 2010, a portion of Chicago Avenue just north of Central Avenue <br /> was washed out, causing the loss of 250 feet on concrete encased conduit, 8500 feet of 12 kV cable for <br /> circuits 1211 and 1217, 1,600 feet of fiber optic cable, a pad mounted switch and numerous splices. <br /> These repairs were necessary due to the major storm, rain fall and flooding from the days before. <br /> Certain work was perfor.-ned prior to the failure to ensure reliable electric service; and repair work from <br /> December 22, 2010 until completion on January 8, 2011. <br /> Section 1202(b) of the City Charter provides the following: "[A] purchase, or acquisition, construction, <br /> extension, enlargement, diminution or curtailment may be made without prior approval . . . (2) if there is <br /> an urgent necessity to preserve life, health or property (i) as determined by the Director of Public Utilities <br /> or, (ii) if the amount exceeds $100,000 by the Director of Public Utilities and the City Manager. As soon <br /> as practicable thereafter the Director of Public Utilities shall take the matter under Section 1202(b)(2) to <br /> the Board of Public Utilities for ratification." Here, the City Manager and the Public Utilities General <br /> Manager (referred to in the Charter as the "director") approved the emergency work in order to preserve <br /> life, health and property from the storm-related damage, and now seek Board approval for such <br /> expenditure. <br /> FISCAL IMPACT: <br /> The total cost is estimated at $175,000. Funds are budgeted and available for this project in the System <br /> Improvements Account No. 6130000-470603. Costs related to emergency actions to restore the loss <br /> portion of the distribution system may qualify for FEMA reimbursement. <br />
