OW& RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> P U B L I C U T I L I T E <br /> BOARD OF PUBLIC UTILITIES DATE: January 21, 2011 <br /> ITEM NO: 6 <br /> SUBJECT: EMERGENCY WORK REQUIRED DUE TO STORM DAMAGE - AFFECTING <br /> TRXr SMISSION POLE J25862 NORTHERLY OF LA COLINA SUBSTATION - <br /> WOF A ORDER NO. 1110822 <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Emergency Work Order No. 1110822 in accordance <br /> with Section 1202(2) (b) of the City of Riverside Charter. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the estimated capital expenditure of $150,000 for Emergency <br /> Work Order 1110822 in accordance with City Charter Section 1202(2)(b). <br /> BACKGROUND: <br /> Pole J25862 was inspected by contract crews on October 8, 2009 and found to be in good condition. In <br /> August 2010, the Riverside Police Department Aviation Unit reported a potential wash out hazard at the <br /> pole during a routine aerial patrol. The pole was re-inspected by Riverside Public Utilities (RPU) staff <br /> and found to be in danger of being undermined by storm water erosion. At that time, the pole was <br /> approximately 20 feet away from the vertical wall of the adjacent ravinelgulley and the vertical wall was <br /> about 20 feet high. Staff began initial design and investigation into Fish and Game permit requirements. <br /> On December 23, 2010, RPU was notified by Riverside County Flood Control about a <br /> transmission/feeder pole located north of La Colina Substation that appeared to be undermined by storm <br /> water runoff. Reinspect on of the pole by RPU staff determined that the storm water runoff had eroded <br /> approximately half of the soil and that the pole was in immediate danger of being undermined by <br /> continuing storm water flows. <br /> RPU staff has taken the following actions to resolve the issues. <br /> 1. RPU Engineering designed a relocation of J25862 to a more suitable location an incorporated the <br /> relocation of the circuit tie pole switch PS 507 from pole J25862 to J35072 to aid maintenance <br /> access. <br /> 2. RPU Contract Administration used a pre-approved Contractor under Time & Equipment rates to: <br /> a. Re-graded existing access road with 500 tons of road base for Pale J25862. <br /> b. Use native soil to rebuild the slope. <br /> c. Installed fiber paper and approximately 1,300 tons of rock to mitigate future erosion. <br /> These repairs were necessary due to the major storm, rain fall and flooding from the days before. This <br /> storm was classified as a 1 in 100 year flood". Access and stabilization work was performed starting on <br /> December 23, 2010 to ensure continued reliable electric service; and the pole relocation will be <br /> completed by January 31, 2011. Article XII. Department of Public Utilities of the Riverside City Charter; <br /> Section 1202. Same—Fowers and duties; (b)(2) allows work to be done under these circumstances and <br /> as soon as practicable thereafter be presented to the Board of Public Utilities for approval. <br />
