RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: January 21, 2011 <br /> ITEM NO: 5 <br /> SUBJECT: LINCOLN AVENUE STREETLIGHT INSTALLATION PROJECT <br /> ISSUE: <br /> Board of Public Utilities approval is requested for Work Order No. 1111052. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities recommend that the City Council approve the estimated capital <br /> expenditure and reimbursement to Riverside Public Utilities from the General Fund of $275,000 to install <br /> 13 new concrete streetlight standards on Lincoln Avenue between Monroe and Grattan Streets. <br /> BACKGROUND: <br /> Before 1982, developers were sometimes not required to install street lights on developments that <br /> included reverse frontages. A reverse frontage is typically where a residential development backs up to <br /> a larger roadway, but the entrance to the homes is from interior streets. As a result, several portions of <br /> arterial roadways within the City of Riverside do not have consistent street lighting. <br /> One such area is Lincoln Avenue between Adams Street and Van Buren Boulevard. Throughout this <br /> section of roadway, there is sporadic lighting on either side of the street. However, there is <br /> approximately 1,260 feet along Lincoln Avenue between Monroe and Gratton Streets where there is no <br /> street lighting at all. <br /> Expenditures for these types of street light installations are not funded through Public Utilities as street <br /> lighting is a responsibility of the developer or general government. Therefore, the City's General Fund <br /> will reimburse the Utility for actual costs. <br /> The electrical engineering will be performed by Riverside Public Utilities (RPU) staff. All civil work <br /> including trenching, conduits, and other infrastructure work will be performed by a contractor through the <br /> competitive bid process. Electrical work will be performed by RPU field forces. <br /> The Public Works Director concurs with the recommendation above. <br /> FISCAL IMPACT: <br /> The capital expenditure for the project is estimated to be $275,000, and includes all streetlight material, <br /> construction, contingencies, construction management, inspection and design, as summarized in the <br /> following table: <br />
