W A T E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> PUBLIC UTIiITIES <br /> Board Memorandum <br /> BOARD OF PUBLIC UTILITIES DATE: December 7, 2012 <br /> ITEM NO. 6 <br /> SUBJECT: MAGNOLIA-PLAZA RELIABILITY PROJECT— PHASE 1 <br /> WORK ORDER NO. 1227700 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of Work Order No. 1227700 for Phase 1 of the <br /> Magnolia-Plaza Reliability Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve Work Order No. 1227700 in the amount of$3,000,000. <br /> BACKGROUND; <br /> The Electric System Master Plan (ESMP) recommends converting all remaining 4 kV distribution to 12 <br /> kV to improve efficiency, modernize, and replace the obsolete equipment. The recent renovation of the <br /> Casa Substation eliminated a portion of the 4 kV distribution from the system, and this project will <br /> facilitate the conversion of the remaining 4 kV circuits served out of the Magnolia Substation, and will <br /> facilitate the decommissioning of the Magnolia Substation. <br /> The Magnolia-Plaza Reliability Project (MPRP) is comprised of five phases. The final phase is estimated <br /> to be completed by June 2015. Project phases are as follows: <br /> Project Phase Phase Name Est Budget <br /> Phase 1 Expansion of Plaza Substation $6,700,000 <br /> Phase 2 4-12kV Conversion $4,200,000 <br /> Phase 3 Distribution Feeders $4,300,000 <br /> Phase 4 Transmission Line $300,000 <br /> Phase 5 Magnolia Substation Demo/Decommission $500,000 <br /> Magnolia-Plaza Reliability Project Total Estimated Budget: $16,000,000 <br /> Phase 1 of MPRP is the expansion of the Plaza Substation (Plaza), located at 3716 Elizabeth Street. <br /> Plaza is an existing 69 kV substation fed by two 69 kV lines that deliver power to the substation. Plaza <br /> has one 69-12 kV transformer and three 69-4 kV substation transformers. Each transformer is currently <br /> connected to its awn switchgear with 4 kV or 12 kV circuit breakers that deliver power out of the <br /> substation to several distribution circuits providing service to customers throughout the city. This phase <br /> will include the purchase of a fifth transformer, which is necessary to provide the capacity needed to <br /> convert the obsolete 4 kV to 12 kV at Plaza, as well as to add needed capacity to serve customers <br /> currently being served by the Magnolia Substation. <br /> The scope of work for Phase 1 includes the purchase and expansion of approximately 22,000 square <br /> feet of property east of the existing substation; design and installation of perimeter black walls and rolling <br /> gates; specification development and procurement of one 69-12 kV transformer, various electrical <br />
