W A T E R E N E R G Y - E 1 f E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: December 7, 2012 <br /> ITEM NO: 3 <br /> SUBJECT: BID NO. 7114 - AWARD OF CONTRACT FOR THE CASA BLANCA SUBSTATION <br /> LANDSCAPE IMPROVEMENT PROJECT-WORK ORDER NO. 1016403 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval to award the Casa Blanca Substation Landscape <br /> Contract, Bid No. 7114. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the award of the Casa Blanca Substation Landscape Contract, <br /> Bid No. 7114, to Soholt& Company Landscape, Inc., of Riverside, California, in the amount of$52,625. <br /> BACKGROUND: <br /> The Casa Blanca Substation was identified for expansion as part of Riverside Public Utilities (RPU) <br /> Electric System Master Plan (ESMP) in order to keep pace with growth and maintain reliability of the <br /> RPU's electric system. Subsequently, the Casa Blanca Power Project (CBPP) was initiated to carry out <br /> the ESMP recommendation for expansion of the Casa Blanca Substation, located at 7615 Evans Street. <br /> The CBPP includes the replacement and upgrade of the existing Casa Blanca Substation, which was <br /> recently put into service in October 2012. <br /> Included as part of the CBPP, new landscaping is necessary to improve the appearance of the <br /> substation and to deter graffiti on the perimeter block wall. The landscape design and specification <br /> development were entirely developed by RPU staff and the construction work will be completed by a <br /> public works contractor. On November 1, 2012, four bids were received for the Casa Blanca substation <br /> landscape improvement project. The scope of the work for the landscape improvement project includes <br /> the installation of a new water-wise irrigation system, drought tolerant trees and shrubs, artificial turf, <br /> ground cover, and a monument sign noting the substation name and construction date. This project will <br /> also include work on facilities owned by the BNSF Railway Company as installation of artificial vine will <br /> take place along the perimeter wall facing the railroad. The Engineer's estimated cost for this scope of <br /> work was $42,500. <br /> The bids are summarized below: <br /> Bidder Bid Total <br /> 1.
