I c ! <br /> -� RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: November 16, 2012 <br /> ITEM NO: 8 <br /> SUBJECT: CONSTRUCTION OF THE LINDEN RESERVOIR PIPING IMPROVEMENT PROJECT— <br /> AWARD OF BID NO. 7116 <br /> ISSUE: <br /> That the Riverside Board of Public Utilities consider approval of a contract award for the construction of the <br /> Linden Reservoir Piping Improvement Project, Bid No. 7116. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> I. Approve the capital expenditure of $838,660 for Work Order No. 1221023, which includes all <br /> design, construction,change order contingencies,system connections,construction management, <br /> inspection and geotechnical testing for the Linden Reservoir Piping Improvement Project, Bid No. <br /> 7116; and <br /> 2. Award a contract for the construction of the Linden Reservoir Piping Improvement Project, Bid No. <br /> 7116 to the lowest responsive bidder,C.P.Construction Company, Inc.,of Ontario,California,in the <br /> amount of$594,235. <br /> BACKGROUND: <br /> The existing 16 million gallon (MG) Linden Reservoir was originally constructed in 1927, and it operates in <br /> conjunction with the existing Evans Reservoir as a major source for the City of Riverside's water supply <br /> system. Linden Reservoir has undergone several renovation projects over the years, most recently in the <br /> 1980's which involved an extensive overhaul of the reservoir's concrete lining system. The Linden-Evans <br /> Reservoir complex is located on the east side of Cranford Avenue and south of Linden Street in the City of <br /> Riverside. A booster pump station, known as Linden Booster Station, also resides on this site and delivers <br /> water to the University Pressure Zone. <br /> On May 7, 2010, the Riverside Board of Public Utilities approved a construction contract for the Evans <br /> Reservoir Replacement Project along with a budget of$5,000,000 to replace Linden Reservoir's roof. On <br /> May 4, 2012, the Board approved a Professional Services Agreement with URS Corporation to evaluate <br /> various roof replacement options for Linden Reservoir, and to perform the design and construction <br /> management services forthe selected alternative. The design for this project is underway with construction <br /> of the replacement roof expected to begin in the third quarter of 2013, <br /> The existing piping configuration atthe Linden-Evans Complex has caused many operational challenges over <br /> the years. Since there is no direct connection from the reservoir outlet piping to the Linden Booster Station, <br /> the water travels several thousand feet through the existing pipeline network before it finally makes its way <br /> back to the Linden Booster Station. This arrangement causes a significant amount of pressure inefficiencies <br /> in the system, making it difficult to utilize the booster station to its full capacity and reducing the operational <br /> storage available at the Linden-Evans Complex. Currently,the reservoir water levels can be lowered only half <br /> way without affecting water pressure in the Downtown area. <br />
