Approve an additional $750,000 for Work Order No 0909712 for the Orangecrest Substation <br /> Security Barrier and Property improvement Construction activities; <br /> 2. Reject the bid received from Pointer Enterprises, Inc. as non-responsive; and <br /> 3. Award a contract to Griffith Company of Brea, California, in the amount of $532,686 for the <br /> Orangecrest Substation Security Barrier and Property Improvements Project, Bid No. 6994. <br /> BACKGROUND: <br /> Over the past several years, Riverside Public Utilities (RPU) has experienced theft and damage to its <br /> electric facilities that has cost the department hundreds of thousands of dollars. The perpetrators are <br /> predominantly removing the grounding copper wire, which subsequently creates a dangerous working <br /> environment for RPU workers. This causes a significant impact to the reliability of the power system, <br /> jeopardizes the safety of the RPU crews and causes an increase in maintenance costs. Further, the <br /> reliability standards promulgated by the Western Electricity Coordinating Council (WECC) and the North <br /> American Electric Reliability Council (NERC) will cause RPU to increase security to sensitive facilities. <br /> To meet current security standards for RPU and to meet future requirements of WECC and NERC, staff <br /> is proposing to initiate the first phase of its security upgrade. <br /> On June 5, 2009, Work Order No. 0909712 in the amount of $1,750,000 was approved by the RPU <br /> Board to fund the first phase of the implementation of established standards to upgrade physical security <br /> at various electric facilities. Masonry block walls, security fencing, manual/automated roller gates and <br /> irrigation/landscape improvements have been constructed and installed at Mountain View and Hunter <br /> Substations. Construction at Hunter is expected to be complete in late 2012. <br /> To date, expenses for the physical security effort total $1,610,956 and are broken down as follows: <br /> Description Cost Percent of Total <br /> Design (Consultant) $223,004 14% <br /> RPU Engineering Staff $288,440 18% <br /> Mountain View Construction $654,257 40% <br /> Hunter Construction $445,299 28% <br /> Total $1,610,956 100% <br />
