W A T C R E N E R G Y L I F t <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 19, 2012 <br /> ITEM NO: 8 <br /> SUBJECT: CONSTRUCTION OF THE STREETER AVENUE RAILROAD GRADE SEPARATION <br /> WATER PIPELINE RELOCATION PROJECT(PHASE Il) <br /> ISSUE: <br /> Thatthe Board of Public Utilities considerthe capital expenditure in the amount of$1,498,740to constructthe <br /> Streeter Avenue Railroad Grade Separation Water Pipeline Relocation Project (Phase II). <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the additional capital expenditure of$1,498,740 for Work Order No. <br /> 1111733,which includes all design and construction costs for the Streeter Avenue Railroad Grade Separation <br /> Water Pipeline Relocation Project (Phase 11). <br /> BACKGROUND: <br /> On September 27, 2012, the Public Works Department (Public Works) opened construction bids for the <br /> StreeterAvenue Railroad Grade Separation project(Project). The Projectwill entail lowering StreeterAvenue <br /> to create an underpass beneath the existing railroad tracks. The work will include modifying the surrounding <br /> roadways, as well as relocating various underground and overhead utilities. It is anticipated that the grade <br /> separation project will enhance safety and provide significant improvements to traffic flows along Streeter <br /> Avenue. <br /> During their regular meeting on February 3, 2012, the Board of Public Utilities authorized construction for <br /> Phase I of the Streeter Avenue Railroad Grade Separation water pipeline relocation work in an amount of <br /> $940,000. The first phase of the water pipeline relocation work involved installation of new water pipelines on <br /> the surrounding streets and has been completed recently by the water division field forces. This first phase of <br /> the work allowed a portion of the existing water distribution pipeline in Streeter Avenue to be abandoned, <br /> permitting PW's grade separation contractor to excavate the new underpass without affecting water service to <br /> the surrounding customers. <br /> Phase II of the water pipeline relocation work will generally include the construction of approximately 1,280 <br /> linearfeet of thirty-six inch diameter steel water transmission pipeline, 110 linear feet of 48-inch steel casing <br /> pipe to be bored and jacked beneath the railroad tracks, 140 linear feet of twelve-inch ductile iron pipe, 840 <br /> linear feet of eight-inch ductile iron pipe, five domestic water services and four fire hydrants, along with all <br /> other related fittings and appurtenances. It is anticipated that only minimal paving work will be required, as <br /> the Phase II pipeline work falls almost entirely within the subgrade of new streets that will be constructed as <br /> part of the overall grade separation project. <br /> The lowest responsive bid was received from Griffith Company in a total amount of$16,485,716.50. The <br /> water related portion of the bid was $1,187,945. The City Council is scheduled to consider awarding a <br /> construction contract to Griffith Company in October 2012. <br />
