W A T E R E N E R G Y t. i f € <br /> RIVERSIDE PUBLIC UTILITIES <br /> Wd&& Board Memorandum <br /> P U 5 L I C UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 15, 2012 <br /> ITEM NO: 6 <br /> SUBJECT: APPROVAL OF SETTLECORE BUSINESS INTELLIGENCE MODULE LICENSE <br /> AGREEMENT FOR USE WITH, AND EXTENSION OF,THE EXISTING CONSULTING <br /> SERVICE AGREEMENT WITH POWER SETTLEMENTS CONSULTING AND <br /> SOFTWARE, LLC <br /> ISSUES: <br /> That the Board of Public Utilities consider: 1) approval to annually extend the current Consulting Services <br /> Agreement with Power Settlements Consulting and Software, LLC("Power Settlements");and 2)approval to <br /> acquire,from Power Settlements,the Business Intelligence and Analytics Module(BI Module)to enhance the <br /> existing software. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve annual renewals of the Consulting Services Agreement ("Agreement") with Power <br /> Settlements Consulting and Software LLC , and authorize the City Manager to execute the renewal <br /> agreements; <br /> 2. Approve the three year Settlecore Bi Module License Agreement("License Agreement")with Power <br /> Settlements Consulting and Software LLC for the addition of the Business Intelligence and Analytics <br /> Module for a one-time cost of$90,000 and an annual maintenance fee of$10,000, and authorize <br /> the City Manager, or his designee,to execute annual renewals of that agreement under the same <br /> terms and conditions; and <br /> 3. Authorize the City Manager, or his designee, to terminate the Agreement and the License <br /> Agreement, if the City is unsatisfied with the services provided. <br /> BACKGROUND: <br /> Riverside is located within the transmission footprint of the California System Independent Operator(CAISO); <br /> therefore, all electric resources located outside City limits must traverse through the CAISO. This requires <br /> that Riverside participate in the CAISO markets. <br /> In 2000, the Federal Energy Regulatory Commission (FERC)directed the CAISO to develop a new market <br /> designed to mitigate congestion costs. Areas with the highest costs would reflect transmission constraints, <br /> and would entice new construction of generation or transmission facilities to ease such constraints. Over <br /> time,this would benefit the transmission grid and lower electricity costs. <br />
