W A7 E R E N E R G Y L I F E <br /> RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 19, 2012 <br /> ITEM NO: 4 <br /> SUBJECT: CONSTRUCTION OF THE STEWART INTAKE DRAIN RELOCATION PROJECT <br /> ISSUE: <br /> That the Board of Public Utilities consider approval of a capital expenditure in the amount of$385,000 for <br /> the construction of the Stewart Intake Drain Relocation Project. <br /> RECOMMENDATION: <br /> That the Board of Public Utilities approve the capital expenditure of $385,000 for Work Order No. <br /> 1108632, which includes all design, utility potholing, railroad flagmen, construction, change order <br /> contingencies, construction management, inspection and geotechnical testing for the Stewart Intake <br /> Drain Relocation Project. <br /> BACKGROUND: <br /> The Stewart Intake Facility is located in the City of San Bernardino and serves an important role in <br /> regulating the water pressure within Riverside Public Utilities' (RPU) San Bernardino Supply Pipeline. <br /> The overflow and runoff from the Facility currently drains through a 30-inch concrete pipe located within <br /> the Union Pacific Railroad right-of-way to a storm channel located in Hunts Lane. The cities of Colton <br /> and San Bernardino, in association with the San Bernardino Associated Governments (SANBAG), are <br /> constructing a railroad grade separation at Hunts Lane over the railroad tracks. The proposed bridge <br /> foundation is in conflict with the existing Stewart intake drain line and will, therefore, require relocation of <br /> the drain line. The railroad grade separation project is located on Hunts Lane southeast of the Interstate <br /> 10 and Interstate 215 interchange at the Union Pacific Railroad crossing (Attachment 1). <br /> The Stewart Intake Drain Line Relocation project will involve the construction of approximately 210 linear <br /> feet of 30-inch reinforced concrete pipe within the Union Pacific Railroad right-of-way and an easement <br /> on private property, construction of a junction structure into an existing San Bernardino storm drainage <br /> facility, and abandoning 500 linear feet of existing 30-inch concrete pipe. <br /> This project has a tight timeline to meet the schedule of the Hunts Lane Railroad Grade Separation <br /> project that is currently underway. Staff has solicited construction bids from RPU's Contractor's Panel, <br /> and the lowest responsive bidder will be selected to perform the work of the project. <br /> FISCAL IMPACT: <br /> The Riverside Public Utilities is responsible for costs associated with its utility conflicts within the Union <br /> Pacific Railroad right-of-way. The capital expenditure for the entire project is estimated to be $385,000. <br /> This includes all design, utility potholing, railroad flagmen construction, change order contingencies, <br /> construction management, inspection and geotechnical testing, as summarized in the following table: <br />
