W A T E R E N E R G Y L I € E <br /> RIVERSIDE PUBLIC UTILITIES <br /> ld& Board Memorandum <br /> PUBLIC UTILITIES <br /> BOARD OF PUBLIC UTILITIES DATE: October 5, 2012 <br /> ITEM NO: 4 <br /> SUBJECT: CONSTRUCTION OF THE GAGE WELL 31-1R PROJECT — AWARD OF BID <br /> NO. 7036 <br /> ISSUE: <br /> That the Board of Public Utilities consider approval to award a contract for the construction of the Gage <br /> Well 31-1 R Project, Bid No. 7036. <br /> RECOMMENDATIONS: <br /> That the Board of Public Utilities: <br /> 1. Approve the capital expenditure of $1,970,000 for Work Order No. 1113247, which includes all <br /> design, construction, change order contingencies, system connections, service tie-overs, <br /> construction management, inspection and geotechnical testing for the Gage Well 31-1 R Project, <br /> Bid No. 7036; <br /> 2. Award a contract for the construction of the Gage Well 31-113 Project, Bid No. 7036 to the <br /> lowest responsive bidder, Cora Constructors, Inc. of Palm Desert, California, in the amount of <br /> $1,577,000.00; and <br /> 3. Authorize the issuance of change orders to the purchase order of up to 10% of the original <br /> amount for Bid No. 7036. Such changes will be reported to the Board of Public Utilities at the <br /> conclusion of the project. <br /> BACKGROUND: <br /> The City of Riverside Public Utilities Water Department is proposing to replace potable water Gage Well <br /> 30-1 and Gage Well 31-1 with a new well due to a decline in production, as well as the existing wells <br /> have reached the upper limit of their useful service life. The project consists of drilling a domestic water <br /> well approximately 1,200 feet deep, equipping the well, constructing a building and appurtenant piping, <br /> and abandonment of the existing Gage Wells 30-1 and 31-1. <br /> The project is located on Gage Canal Company property near the Santa Ana River near Tippecanoe <br /> Avenue and Central Avenue in the City of San Bernardino (Attachment 1). <br /> Bids were opened on September 5, 2012. The lowest responsive bid was submitted by Cora <br /> Constructors, Inc. Staff has reviewed all provided documentation and has determined that Cora <br /> Constructors, Inc. has met all of the requirements of the specifications. <br />
