CITY OF RIVERSIDE PUBLIC UTILITIES DEPARTMENT Customer Relations/Finance Committee Meeting MINUTES SEPTEMBER 28,2012 COMMITTEE MEMBERS PRESENT: STAFF MEMBERS PRESENT: Bernie Titus, Chair Dave Wright, Public Utilities General Manager Justin Scott-Coe, Vice Chair Steve Badgett—Deputy GM/Energy Delivery Ian Davidson Kevin Milligan—Assistant GM Susan Cash Mike Bacich—Assistant GM, Customer Relations Susan Wilson—Deputy City Attorney Brian Seinturier—Utility Fiscal Manager COMMITTEE MEMBERS ABSENT: Kim Wyman—Utility Principal Analyst None Kevin Palmer—Business Relations Manager Staci Sullivan --Principal Analyst OTHER BOARD MEMBERS PRESENT: None Chair Titus called the meeting to order at 9:00 a.m. 1. CITIZEN PARTICIPATION NONE. 2. OVERVIEW OF POWER RESOURCES DIVIsiON GM Wright provided an overview of the Power Resources Division and potential recruitment and retention challenges to be addressed. 3. UNPLANNED OUTAGES Deferred to October meeting. 4. DOMESTIC TIME OF USE ELECTRIC RATE SCHEDULE AGM Milligan and Fiscal Manager 5einturier provided an overview of the proposed customer- optional Domestic Time of Use rate schedule. Fallowing discussion, the Committee adopted the recommendation. Recommendation: That the Customer Relations/Finance Committee recommend the Board of Public Utilities consider the proposed Domestic Time-of-Use Rate. Motion: Scott-Coe Second: Cash All Ayes 5. PROPERTY LEASEIPURCHASE—HILLWOOQ AGM Milligan presented an overview of proposed property transaction with Hillwood Investment Properties. Following discussion the committee was in agreement to continue investigation of a lease/purchase transaction. 6. GENERAL MANAGERS REPORT GM Wright updated the Committee on recent discussions wrth CAISO and CARB.
